Basic functions

  • Under the supervision of the Procurement and Contracts Officer, the Procurement Associate will have as main task to acquire all the goods and services necessary within the framework of the related Education for Peace, Recovery, and Resilience Activity and to assist the subcontractors of FHI 360 on matters of purchase.

  • Submit and process purchase orders in accordance with FHI360 procurement policies and procedures.

  • Coordinate the purchasing activities of Education for Peace, Recovery, and Resilience Activity projects.

    Duties and Responsibilities:

  • Review purchase requisitions for accuracy, terminologies and technical specifications.

  • Assist the project team in the development and elaboration of tender specifications.

  • Contact suppliers to schedule or expedite deliveries, resolve issues of missed or delayed deliveries to ensure contract terms and Education for Peace, Recovery, and Resilience Activity needs are met.

  • Assist the project team and partners on all issues related to technical specifications, pricing, availability and appropriate substitutes.

  • Purchase goods or services on behalf of partners with in-kind-grant contracts in accordance with FHI 360 policies and USAID rules and regulations.

  • Develops the criteria for selecting suppliers.

  • Solicit price
    quotes from suppliers on time.

  • Participate in the evaluation and analysis of the proposals of suppliers' offers in order to ensure competitiveness, quality and compliance with specified requirements.

  • Compile and present all procurement data as needed.

  • Ensures compliance and efficiency in the procurement of goods and services for the Education for Peace, Recovery, and Resilience Activity

  • Monitors delivery of goods and / or services to ensure orders are properly filled and goods meet specifications.

  • Ensures physical and electronic archiving of supply records.

  • Perform any other task assigned to him by his supervisor.

    Knowledge, Skills and Abilities:

  • Very good knowledge and understanding of USAID rules and regulations

  • Must be able to read, write and speak French and have an average level of English.

  • Able to communicate clearly and positively with client and staff.

  • Knowledge of information and more particularly of Word and Excel

    Qualifications and Requirements:

  • University degree in logistics, management and or other related field

  • Professional experience of at least 3 years in purchasing, preferably in an international organization
