The Health Information Officer/Systems Developer is a key part of the HIV Service Delivery Support Activity - Rift Valley M&E team and will work under the direct supervision of the Senior M&E Officer. ""He/she will assist the SMEO to implement and manage a comprehensive monitoring and information system, ensure consistency, timely reporting and integrity of data; oversee management and reporting and use of complex, related information".

S/he will help in development of digital solutions to improve monitoring, reporting and learning, will ensure the data bases are inter-operable to make reporting smooth and seamless, will work closely with the other M&E team members and clinical care team to ensure the EMR at site level are operational and are being used for patient management and will keep the EMR up to date working closely with the funded EMR systems developer.

He/she will participate in other activities related to HMIS, research, targeted evaluation, surveillance surveys and monitoring and evaluation as well as provide assistance and training to project and implementing partner staff involved in data collection, analysis and reporting at all levels.

Responsibilities


  • Provide support and leadership for project counterparts to design and develop database applications in response to ANYB’s information needs, using a mixture of DHIS 2, MS Excel, Access, Comm Care, VB, Java, Jasper Reports, ODK and SQL/MySQL. Oversees installation and maintenance of developed applications, writes application manuals, and trains users. Recommends hardware and software upgrades to databases and servers as needed.
  • Oversee and monitor the rollout of electronic medical records and other HMIS solutions at facility level
  • Provides ongoing design, maintenance and upgrading support to custodians and users of program databases and related applications. Trains and supervises others in specific data processing and design tasks. Reviews output indicator calculations in databases, and export/import of data between different software applications, while maintaining data integrity. Helps program links between client level data systems and aggregate databases. Builds capacity in data management issues (e.g., deletion of records, query management, data audit trails, internet reports) within the data users’ group.
  • Advises on incorporation of data quality checks in program databases.
  • Helps with programming data visualization products, including producing regular high-quality analysis products at project, county and sub-county program level. Leads and motivates teams to produce timely and high-quality results from program databases, including managing consultants where necessary.
  • Provides guidance and monitors adherence to standards related to data
    security, including user access and database documentation, performing backup and recovery of program databases.
  • Develops and ensures adherence to policies that ensure the security and confidentiality of FHI 360’s/MoH identifiable health data, including adherence to relevant national and international standards.
  • Advises in the management of the hardware and software as related to the operations of the databases, including system development and maintenance, recommends purchase of new hardware and software, maintenance of records and reports relating to database operations and data/project archives. Provide leadership in the use of major health related software.
  • Respond to user queries on existing HMIS and provide remote and on-site systems support to ensure stable system functionality
  • Remains informed of current issues regarding HMIS applications and trends in the HIV/AIDS fields by review of current literature and involvement in professional networks; is alert to any implication of new technology or trends in uptake for project and program activities

    Requirements

  • are, MS Access/Excel, Power BI, other relational database design and analysis
  • Good knowledge of programming principles and languages.
  • Demonstrated ability to independently complete assigned tasks, train and facilitate learning and professional development among colleagues
  • Familiarity with client/server or multi-platform application development.
  • Solid understanding of basic assumptions of developing country public health practices for data acquisition and quality assurance.
  • Knowledge and experience in project-level database design and administration
  • Experience in supporting systems development for donor funded projects
  • Working knowledge of USG funded programs and reporting requirements
  • Dedicated team player with excellent interpersonal, communication, report writing and analytical skills
  • Takes initiative and able to work without supervision in a dynamic multi-cultural environment
  • Ability to exhibit professionalism and high ethical standards
  • High level of integrity and able to maintain confidentiality.
  • Excellent organizational skills including the ability to multitask
  • Proficiency in both written and spoken English and Kiswahili.
