Description:

Communication for Healthy Communities (CHC) is a five-year program (ending July 2018) implemented through a cooperative agreement between the United States Agency for International Development (USAID/Uganda) and FHI 360.

The program supports the Government of Uganda (GOU) and US government (USG) implementing partners to design and implement quality health communication interventions to contribute to reduction in HIV infections, total fertility, maternal & child mortality, malnutrition, malaria & tuberculosis.

Senior Advisor Monitoring Evaluation And Research (SA-MER)

The Kampala-based Senior Advisor, Monitoring and Evaluation Research will provide overall technical leadership to the Monitoring and Evaluation unit of Communication for Healthy Communities Program, an integrated health and health systems strengthening project with implementation nationwide in Uganda, funded by the United States Agency for International Development (USAID).

This position will specifically spearhead performance monitoring systems, database development and maintenance, quality assurance, and documentation and reporting for the program, currently in year 4 of implementation.

Selection of final applicant is subject to USAID approval.

The SA-MER will:

  • Provide technical oversight in support of surveillance, research, monitoring and evaluation (M&E), and knowledge management activities in the M&E/Research unit per the project's performance monitoring plan (PMP); and in the development and dissemination of tools, materials, reports, papers, and intervention linked research.

  • Provide technical guidance in the design and development of M&E systems and procedures for the timely collection, management, analysis, and reporting of valid and reliable data that meet donor reporting requirements. This includes

  • Establishment of key components of an M&E system including data collection, analysis, and reporting on key output, outcome and effectiveness indicators for the program;

  • Ensuring adherence to M&E methodologies and systems using developed tools and indicators;

  • Facilitating data analysis, interpretation of results, and use of products and mechanisms to promote evidence-based programming, and timely feedback in relation to targets.

  • Working closely with the program team to ensure compatibility and coordination within the existing M&E framework

  • Provide desk and on-site technical oversight to M&E activities;
  • Work with the technical team to ensure that research activities are responsive to the CHC research and evaluation agenda
  • Lead Data Quality Assessments and submit DQA and semi-annual reporting of data to USAID;
  • Build core competencies of M&E staff in data collection, analysis and reporting;
  • Provide technical assistance to implementing partners in data synthesis and use of data for decision-making;
  • Review key project documentation, including reports and work plans.

    Job Summary / Responsibilities:

  • Provide technical assistance in support of surveillance, monitoring and evaluation (M&E) activities in the assigned unit; and in the development and dissemination of tools, materials, reports, papers, and intervention linked research.
  • Provide technical guidance by designing and developing M&E systems and procedures for funded programs.

    This includes establishing key components of an M&E system including data collection, analysis, and reporting on key output, outcome and impact indicators for the program. Work closely with the program team to ensure compatibility and coordination within the existing M&E framework, and consistency with national and donor requirements.

    Work on data analysis and use products and mechanisms to promote
    evidence-based programming, and timely feedback in relation to targets or identification and resolution of gaps.

    Work on assessments and other routine program monitoring and evaluation activities across the organization. Responsible for providing technical assistance, developing and setting up systems for the timely collection, management, analysis, and reporting of valid and reliable data that meet donor reporting requirements.

    Focus on strengthening the M&E system, building capacity of partners and staff, and improving alignment and support to host-country M&E systems. Provide technical guidance on design, development and implementation of the project M&E strategy, build capacity in country to develop, manage and operationalize M&E systems and plans that are aligned to program strategy, and permit quality reporting on a global level. Undertake periodic reviews of program and/or country M&E systems, and participate in planning M&E system strengthening actions.

    Provide guidance on information systems for quality assurance, as well as best practices documentation and reporting. Participate in national and donor M&E TWG or other forum when the opportunity arises.

    Qualifications:

    • MS/MNMPH or its International Equivalent - Public Health or Related Field.

    • 5-8 Years of relevant experience in management of large projects and/or programs.

    • Has ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.

    • Proficient writing and verbal communication skills.

    • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).

    • Must be able to read, write and speak fluent English; fluent in host country language.

    • MS/MNMPH in public health or related field, with 5-7 years demonstrated experience in HIV/AIDS, RH/FP, and/or other relevant services, including maternal health, malaria and TB within international development programs;

    • Demonstrated experience in the implementation of performance monitoring systems;

    • Experience in epidemiologic and social science research, including questionnaire development, data collection, data analysis, reporting and presentation;

    • Computer proficiency in word processing, databases and spreadsheets, with advanced skills in at least two of the following programs: SPSS, Excel, Epi Info, Stata, and MS Access;

    • Experience working on USAID-funded programs;

    • Ability to work independently with initiative to manage high volume work flow;

    • Strong written and verbal communication skills in English;

    • Ability to travel within country or region and internationally if needed;

    • Experience working in Uganda preferred.
