Introduction

The African Women’s Development and Communication Network (FEMNET) is pan-African based, membership organisation established in 1988 to amplify African women’s voices and advance women’s and girls’ rights and gender equality.

FEMNET has over 600 members, both individuals and women’s rights organisations working across the African continent and diaspora to realise gender equality and women’s and girls’ human rights.

We are currently seeking an exceptional, passionate, dynamic, and gender equality expert to take on the position of Programme Officer- Advocacy (PO-A) and be part of our team.

Reporting to the Head of Advocacy, the PO- Advocacy handles many advocacy and campaign projects at FEMNET, ensuring that the organisation takes advantage of the synergies that enhance the effectiveness of the Network’s Programmes.

The PO-A will contribute to the conceptualisation of the advocacy initiatives and projects as well as those undertaken in the other strategic priority areas – Communication and Capacity Building.

The PO-A will work closely with diverse teams to formulate and implement specific activities in the annual work plan for the Network in accordance to FEMNET’s contractual obligations and internal policies and procedures.

PO-A will ensure quality reports for assigned projects are done on a timely basis meeting necessary standards and responding to strategy.

The PO-A will work closely with the Head of Advocacy and a diverse team to mobilise resources for FEMNET. The PO-A will work collaboratively with FEMNET’s team in driving pan African feminist values and ethos in the secretariat and across the membership.

This is a full time contract for a maximum of 3 years on renewable terms and the incumbent will be based at FEMNET Secretariat in Nairobi-Kenya.

Main Duties include:

  • Lead and manage selected advocacy projects and campaigns at all levels (national, sub-regional, regional and global)
  • Work closely with the Head of Advocacy programme and other FEMNET programmes and departments to prepare for different forms of interactions organised by FEMNET such as dialogues, meetings and conferences, including managing regular communication with target audiences and the logistics involved;
  • Facilitate African women’s meaningful and strategic participation in various national, sub-regional, regional and global forums particularly managing the communications, content generation and analysis, and logistics prior to, during and the post –event period to finalise the evaluation aspects;
  • Lead and manage selected strategic partnerships with support from the Head of Advocacy that FEMNET may undertake as part of the programmatic thematic focus.
  • Contribute articles for the Africa Women’s Journal, and other strategic publications based on FEMNET’s experiences and programs;
  • Lead in moderating and update of specific list-serves and new media platforms such as Facebook, Instagram, Twitter, web TVs, podcasts etc. that keep the key stakeholders for the Advocacy Programme engaged with the various processes;
  • Take lead as the focal point for inclusion aspects of FEMNET particularly young women members’ engagement & support across FEMNET’s membership.
  • Maintain a database of specific Advocacy projects, resources, partners and reporting requirements, and work closely with the Head of Advocacy Programme to have this information updated on a quarterly basis;
  • Work closely with the relevant staff members to generate information for the FEMNET website on the Advocacy Programmes and activities;
  • Provide support, orientation and supervision of Advocacy Programme interns and volunteers where applicable
  • Work closely with Head of Advocacy, M& E Officer and other team members to meet requirements of Monitoring, Evaluation and
  • Learning by preparing periodic reports in line with the M& E framework of the organisation for consolidation into annual narrative reports for internal learning and sharing with different stakeholders including the Board and Members.
  • Work closely with the program team to mobilise resources for the Advocacy programme and other relevant initiatives.
  • Represent FEMNET in external meetings/events relating to Advocacy or as may be assigned;
  • Support technical design and management of programmes to ensure timely delivery of high quality outputs.
  • Support program trends analysis for agility and evolvement of programme strategies and engagements
  • Support identification of risks associated with specific programmes
    using generally accepted frameworks
  • Support the recruitment and retention of a diverse and strong like-minded Organisations to join FEMNET network
  • Support co-creation initiatives of programme activities with relevant stakeholders.
  • Prepare on a timely basis, narrative reports that align with financial reports for on-going specific projects according to FEMNET’s contractual obligations in collaboration with head of Advocacy and relevant project operations department colleagues.
  • Support the modelling, development and maintenance of strategic relationship with key stakeholders in the women’s movement in Africa and globally including; CSOs, UN Agencies, African Union Institutions and Organs, Governments and progressive Private Sectors.
  • Undertake other duties as may be assigned from time to time.

    Person Specification
  • This role offers a unique opportunity for an individual with a genuine passion and commitment to work for the advancement of gender equality, and women and girls’ rights by leading specific actions of one of the largest and influential pan-African feminist network.
  • Experience, Skills competencies and qualifications:

    Minimum Qualifications:

  • Have a Bachelor’s degree in gender & development, economics or any other relevant discipline from a recognised university.
  • At least 5 years’ experience and achievement against the majority of the TORs
  • Demonstrate commitment and experience in gender and development and/or women’s human rights organising in Africa in all of its diversity—including a commitment to African women’s autonomy and choice and African Feminist Principles
  • Experience working on policy advocacy at the African regional level and international levels including working with African Union Institutions/Organs and UN Bodies.
  • Experience in programme/project management, including programme/project conceptualisation, development, resource mobilisation, implementation, monitoring and evaluation.
  • Strong oral and written communication skills to a wide range of audiences at local, regional and international levels

    Preferred Qualifications:
  • Additional relevant post graduate training.
    Demonstrated training and/or experience in programme/project management, including programme/project conceptualisation, development, resource mobilisation, implementation, monitoring and evaluation;
  • of writing skills and feminist analysis in peer reviewed papers or platforms;
  • A recognised training in one of the FEMNET thematic areas
  • Strong IS & IT Skills and bilingual

  • Ability to communicate and work in both
  • English and French will be added advantage
  • Good work ethics, willingness to learn and ability to work in teams supporting the different programs
  • Must be willing to travel frequently within Africa and internationally.
  • A high level of self-awareness, initiative, sound judgement, personal energy, passion and flexibility.
  • Must align with values as outlined in the Charter of Feminist Principles for African Feminists
