Job Summary

  • The role of the Monitoring and Evaluation Specialist working under the OWNP CWA Phase II is to support & facilitate the effective implementation of the WASH CWA Program.

  • Since responsibility for program implementation of WASH is decentralized to the Regional, Woreda and Town levels, the role for the CWA Phase II PMU primarily involves providing the support required by these lower tiers to carry out their functions, as well as to help facilitate and strengthen communications between the different tiers.

  • Under the WASH PMU the role of the M&E Specialist will be to carry out the Monitoring and Evaluation requirements of the OWNP-CWA (inputs, outputs, outcomes and impacts) in accordance with the POM. The specialist is also required to establish effective communication with Regional Health Bureau’s Planning, PMUs, Woreda and WASH Team and providing them with the directions, information, systems and skills.

  • The specialist is required to lead capacity building of M&E activities including development of tools and techniques for efficient reporting and compilation of Program reports.

  • The M&E Specialist will work within Hygiene and Environment Directorate and WASH PMU and in particular with planning, preparation, follow up and evaluation team who has the responsibility for managing and coordinating planning, follow up, monitoring, evaluation and reporting of WASH activities.

  • The Hygiene and Environmental Directorate would affirm that work plans drawn by the M&E Specialist in order to discharge their contracted duties are logically compatible with their respective job descriptions and would monitor that the planned services are delivered by the expert in a manner in line with the objective of the project/program.

    Roles and Responsibilities

  • On the basis of the role described above, the specific areas of responsibility of the M&E Specialist include, but are not limited to:
    Prepare consolidated WASH annual physical and budget plan in collaboration with WASH sectors
    Monitor the progress of program activities.


  • Collect quarterly, bi-annually and annual progress reports from Regions and prepare consolidated WASH reports.

  • Prepare quarter, bi-annually and annually report of Hygiene and Environmental Directorate.

  • Conduct M&E training of all regional M&E specialists and supervise the cascading of training down to the Woreda levels.

  • Support regions in planning, monitoring and evaluation and reporting activities.

  • Identify M&E problems in the sector, provide detailed recommendations and work closely with the WASH MIS and M&E consulting team.

  • Collect regional and national data related to the implementation of the program and organize it for further use.

  • Work with other stakeholders to harmonize the M&E system for the sector.

  • Provide analysis and recommendations for the PMU, NWCO, Directorate and other stakeholders on the basis of the output of the ongoing M&E activities.

  • Perform activities and support regions in the implementation of WASH M&E and MIS systems.

  • Submits reports of the field visits, workshops and meeting results (minutes) within agreed time frame

  • Reports monthly, quarterly, and yearly project status.

  • Perform other duties assigned by the Directorate, PMU and NWCO.

    Job Requirements

    Knowledge, Skills & Experience

  • The applicant should have a MPH/MSc in Environmental Health having experience of 5 years or above in Monitoring and Evaluation of WASH Programs/projects.

  • The Specialist to be hired shall have experience on data collection, analysis, report writing, presentation and overall M&E of WASH Projects and Programs

  • The specialist should have demonstrated knowledge on documentation of lessons, identification of core implementation challenges. He/She is expected to have good communications skills and strong computer skills including statistical packages and the ability to develop Project/ program monitoring data base.
