Duties and Responsibilities

  • Under the direct supervision of the Non-Communicable Disease team leader and disease prevention and control directorate director, the Cervical Cancer Advisor directs and coordinates the cervical cancer program implementation at FMOH.

  • Provide technical Advice on cervical cancer program to the NCD Case Team within the FMoH
    Support the preparation of weekly, monthly, quarterly, biannual, and annual progress reports to update the FMoH NCD Case Team, the CDC and partners and all other stakeholders of keyactivities.

  • The Advisor is responsible for ensuring the implementation of cervical cancer program at national level and regional level through strengthening CCP, monitoring and evaluation system and supporting regions and sub-regional levels.

  • Over all, the incumbent play an active role in developing and implementing cervical cancer program and also monitoring and evaluation activities including planning, analyzing data, writing periodic M&E reports, and contributing to national studies.

  • Support the Regional Health Bureaus and other stakeholders in their activities to prevent and control cervical cancer;

    The CCP Advisor is responsible for the following specific activities:

  • Developing CCP related guidelines, training manual, IEC/BCC material and M&E framework documents;

  • Organizing capacity building CCP related training based on the gap assessments;

  • Organizing joint planning and review meetings, supportive supervisions and data quality assessments;

  • Coordinating and supporting M &E systems related to cervical cancer program implementation

  • Providing technical support to regions on the implementation of CCP

  • Providing technical support at all level including health facilities

  • Collecting, compiling, analyzing and disseminating performance reports specific to supported regions

  • Participating in program evaluation and other Cervical Cancer related studies;

  • Accomplish other relevant assignments provided by the FMoH NCD Case Team.

    Job Requirements

    Educational Background and Work Experience

  • MD with MPH and five years relevant work experience; OR BSc in nursing/HO with MPH/MSc in reproductive health with 7-years work experience related to cervical cancer program

  • Experience in implementing national and/or global cervical cancer screening and treatment strategies

  • Relevant knowledge and experience in cervical cancer program capacity building (such as, facilitation skill, training, supportive supervision, mentoring, coaching).

  • Preferably work experience working as a member of Cervical Cancer Technical working groups.

  • Experience in development of national documents relatedto CCP

    Required Skills

  • Demonstrated capacity in supporting region, zone and Woreda health offices and health facility staff in implementation of CC program and services.

  • Ability to establish and maintain effective result-based working relationship with staff at national and regional levels and partner organizations.

  • Computer literacy: Routine use MS-office applications, including Word, Excel and PowerPoint; and internet and email systems required.

  • Ability to use additional statistical analysis.

    Accountability

  • Both the Civil service and FMoH Human Resource Development (HRD) rules and regulations will be applied to guide the day to day activities and performance of the adviser.

  • As new priorities emerge, the FMoH may periodically revise this TOR for this position.
