Qualifications

Minimum Master’s degree in Education, Organizational Development, Human Resource Management, or a related field.

Professional certification in learning and development (L&D), instructional design, or capacity-building methodologies is preferred.

Experience

At least 5 years of experience in designing and implementing training programs for professional and technical staff, preferably in the public sector or revenue administration.

Experience conducting training needs assessments (TNA) and developing competency-based training frameworks.

Expertise in instructional design methodologies, including ADDIE (Analysis, Design, Development, Implementation, and Evaluation) and blended learning approaches.

Experience in training delivery using modern pedagogical techniques, including case studies, simulations, role-playing, and interactive learning methods.

Proven ability to design and implement e-learning and digital training programs, incorporating learning management systems (LMS) and digital tools.

Skills

Excellent curriculum and instructional design skills.

Strong facilitation and presentation abilities, ensuring knowledge retention and participant engagement.

Expertise in adult learning principles and capacity-building methodologies.

Ability to develop and tailor training materials for various skill levels (beginner to advanced).
