Background

Since September 2021, Farm Radio International (FRI) has been implementing a five-year project entitled “Innovations in Health, Rights and Development (iHEARD) in Malawi” with a consortium of health, education and communication partners, led by CODE, a Canadian educational organisation. The project is working to dismantle barriers to sexual and reproductive health and rights (SRHR) for adolescent girls and young women (AGYW) in Malawi, who are particularly vulnerable in terms of SRH and human rights violations.

The project works in three main sectors: education, health services and communication. FRI is working with a group of communication organisations, internationally and in Malawi, bringing radio, mobiles and interactive voice response (IVR), social media and interpersonal communication into a coherent social and behaviour change communication program.

The social and behaviour change communication (SBCC) program, guided by a strategy document that was developed using a participatory approach in April 2022, has been running for about a year and half. FRI has decided to carry out a midline review of the strategy to reflect on consistency of SBCC approaches employed by communication partners. FRI would like to engage a consultant for this purpose.

This consultancy is expected to have three distinct phases: 1) Rapid assessment of the strategy and implementation, 2) Recommendations on SBCC approaches going forward, 3) Interventions to improve SBCC design and delivery.

Key Area of Responsibility

Reporting to the Project Delivery Lead for FRI, the SBCC Consultant will review the communication outputs of 3-4 international and Malawian iHEARD partners (working in various radio formats, IVR/mobile phones, social media, print media and interpersonal communication) to understand the extent to which the partners have successfully employed SBCC approaches with the ultimate intention of influencing behavioral change towards access to services on sexual and reproductive health.

This rapid assessment will employ but not limited to, a desk review of all SBCC documents on the project (the strategy, key message matrix, partners’ message matrices, baseline report and its addendum and a sample of partners’ radio program scripts such as drama and talk show scripts).

Informed by the rapid assessment, the Consultant will then make some recommendations on the SBCC Strategy and partners’ content on radio and mobile phone programming to ensure that content purely aims to influence behavioral change as
intended. Where timelines align, the Consultant will also support the partners’ design processes or analyse and input into the products of the design process should the partner advance with the exercise before the Consultant is engaged.

Key steps foreseen in the review of the SBCC strategy implementation include

  • Active consultation with Farm Radio’s iHEARD project leads

  • Review of project program materials, e.g. design documents, run sheets, program transcripts, etc.

  • Consultations with iHEARD communication and other project implementing partners, including the Youth Advisory Committee, about 1) program intentions, capacities, strengths and weaknesses, opportunities as well as activity costings, and 2) capacity strengths and gaps to deliver SBCC approaches and consolidate these at consortium level for recommendations on cross-learning and collaboration

  • Produce and present (to partners) a general set of recommendations on areas for improvement on the strategy implementation to-date and an action plan on how to increase SBCC activities in the scope of the project

  • Confer with Farm Radio leads about appropriate interventions (to be executed through a follow up agreement or amendment)

  • Have 2 sessions with the RC lead on how to design and implement SBCC strategy.

    Qualifications

  • Degree or equivalent experience in communication for development/SBCC or public health

  • At least 5 years’ experience leading social and behaviour change communication (SBCC) program strategy

  • Proven track record in SBCC programming and leadership, including radio and interpersonal communication

  • Clean track record working with adolescents and young people

  • Experience working in sexual and reproductive health and rights, gender equality and inclusion, as well as women’s rights, and experience in integrating these practices and principles into SBCC

  • Fluency in English is a requirement

  • Excellent cross-cultural communication skills

  • Excellent organisational skills and ability to work under pressure and meet deadlines
