Background

  • Farm Radio International is a Canadian organization that has been working since 1979 to harness the power of radio to meet the needs of small-scale farmers. We work with more than 1,000 radio organizations located in more than 40 African countries to fight poverty and food insecurity.

  • With the benefit of FRI resources and training, our broadcasting partners deliver practical, relevant, and timely information to tens of millions of rural Africans, including women farmers. We also work with a range of funding partners to implement radio projects that address specific development challenges and community needs delivering results for farmers and other rural denizens.

  • FRI has been active in Uganda since 2007 and implemented more than 15 projects with dozens of partners reaching across the country with powerful interactive radio projects. Recently, FRI has begun implementation on a 24-month project funded by the IKEA Foundation called the Platform project. The project aims to establish and develop sustainable dialogue and knowledge sharing communication platforms, hosted by community-oriented radio stations.

  • The focus of the platforms will be on facilitating and enabling inclusive, circular and regenerative agriculture. A network of 12 platforms will be developed, each serving a unique geography and in language(s) spoken in the area.

    Scope of Work

  • FRI is seeking a consultant to conduct an intersectional gender equality and inclusion (GEI) analysis in Uganda as part of the inception phase of the Platform project as well as to inform the framework for monitoring, evaluation, research and learning (MERL) beyond the life of this project.

  • The consultancy will focus on the realities of inequalities which impact people’s lives in Uganda and structure their opportunities in the agriculture sector and in accessing and utilizing communication channels, recognising that gender inequality intersects with other forms of discrimination to compound barriers to inclusive societies and economies.

  • The consultant will work with FRI’s team in Uganda and the global technical/Specialty Teams (GEI, MERL, etc.) to
    finalize the study methodology, and will conduct the analysis. At a minimum the analysis is envisioned to be a comprehensive desk-based review, but may include other methods as appropriate and feasible with the budget and timeline available. The budget available for this consultancy is EUR 6,000 and work will begin in June 2022.

    Deliverables (as relevant for methodologies proposed)

  • Approx 30 Days.

  • Literature and document review.

  • Revised research methodology.

  • Draft data collection tools.

  • Training enumerators and testing tools (as needed).

  • Final data collection tools.

  • Data collection.

  • Data cleaning, validation, quality control.

  • Data analysis matrix.

  • Draft Study Report.

  • Validation workshop - presentation of preliminary study findings to project team/ stakeholders.

  • Final Study Report: 2 versions.

  • Including feedback/comments addressed/not and reasoning.

  • Clean version without comments.

    Qualifications

  • Substantial experience conducting gender analysis using secondary data sources.

  • Demonstrated experience conducting gender analyses with a number of methodologies.

  • Demonstrated ability to critically identify, articulate and analyze subtle and overt cultural practices around gender inequality.

  • Proven experience implementing or providing technical assistance on gender equality for development projects in Africa, ideally Uganda.

  • Specialist level knowledge of gender equality, inclusion and global development issues, including an understanding of intersectionality, gender transformation, and African feminisms.

  • Experience in developing, implementing, monitoring and evaluating gender equality projects and programmes.

  • Strong interpersonal skills and ability to work well in cross-cultural teams.

  • Strong writing skills in English.

  • Knowledge of one or more local languages in Uganda.
