FAO Emergency Needs Assessment and Early Warning Specialist Jobs in Kenya

The Emergency Needs Assessment and Early Warning Specialist will work under the direct supervision of the Preparedness and Response Advisor within the Resilience Team for Eastern Africa (RTEA) and with technical back-up and supervision of the senior technical officer in TCE with collaboration from the FAO’s Office for Africa (RAF), the Sub regional Office for Eastern Africa (SFE), and country Offices, the Emergency Needs Assessment and Early Warning Specialist will support all stages of the humanitarian programme cycle, including emergency preparedness, strategic response plan formulation, resource mobilization and the monitoring and evaluation of the strategic plan.

Tasks and Responsibilities

  • Provide technical advice, inputs, and support to the formulation, coordination, implementation, data analysis, and reporting for various assessment processes concerned with agriculture and food security in emergency and recovery settings.
  • This will include but not be restricted to: rapid agricultural livelihood assessments; food security assessments; market assessments; seed security assessments and other sector specific assessments for livestock and fisheries and in depth assessments for livestock recovery including Post Disaster Needs Assessment (PDNA) and Recovery and Peace Building Assessment (RPBA);
  • Act as regional focal point for implementation of the FAO Global Emergency Needs Assessment strategy which has been formulated in December 2018.
  • Provide technical advice relating to early warning analysis to advance FAO’s Early Warning Early Action (EWEA) programmes in the East Africa region;
  • Develop and deliver trainings to staff at FAO and partner organization s in order to build capacities relating to needs assessments and early warning analysis;
  • Participate in inter-agency and Food Security Cluster discussions regarding coordinated assessment and early warning processes;
  • Undertake travel, if needed, on short notice, in support of decentralized FAO offices;
  • Perform other related duties as required.

    Minimum Requirements
  • Advanced university degree in agronomy, economics, relevant social or natural sciences, or other related discipline relevant to the mandate of the Organization;
  • Minimum of 5 years of proven knowledge and experience in post disaster emergency
    and rehabilitation assessment and programming, food security analysis and early warning, and other relevant technical experience;
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian National of Kenya

    Technical/Functional Skills
  • Able to work under pressure and adapt to an evolving and complex humanitarian context and within multidisciplinary and different cultural background team;
  • In-depth knowledge and demonstrated expertise in food security and early warning analysis;
  • Ability to visit villages, assess damages and needs in the field and formulate appropriate response options;
  • Familiarity with or training in the following assessment phases and tools included in the FAO Phased Assessment Framework: MIRA I and II, detailed/sector-specific needs assessments (household food security/livelihood, livestock, seeds, fishery, forestry), market analysis (EMMA, MIFIRA), Post Disaster Needs Assessment (PDNA) and/or Damage and Loss Assessment (DaLA), Post Conflict Needs Assessment Process (PCNA), Livelihood Recovery Assessment (LRA);
  • Experience in formulation, coordination, implementation, data analysis, and interpretation and reporting for assessment processes;
  • Experience in performing response analysis and intervention formulation;
  • Excellent communication skills, both verbal and written;
  • Effective team leadership and decision making skills with strong individual planning capacity;
  • Strong coordination experience and demonstrated ability to liaise with governmental, intergovernmental, UN, and NGO agencies; and
  • Knowledge of humanitarian principles.
