Job Description

This Director of Programs has overall responsibility for leadership, coordination and technical and management oversight of program development and management in FGAE, accounting for overall success of the realization of Program objectives of the Association.

Major Responsibilities

  • Major responsibilities of the Program Director include the design, execution and successful performance of core activities of the Association program thematic areas pertaining to SRH/FP promotion, HIV/AIDS and Adolescents & Youth RH, IEC/BCC, Gender Mainstreaming, RH Advocacy and Sub-contract program Management & resource leverage initiatives with strong results based program planning & management system.
  • He/she leads strategically and accountable for overall success of the realization of the sustainability objectives of FGAE in Program operation as specified in Strategic Plan and Annual Program and Budget(APB).

    Responsibilities & Tasks:

  • Plans, organizes and co-ordinates the technical support, project development and sustainability of FGAE programs, initiating and developing new programs in line with national, Regional and Global SRH, HIV&AIDS and Youth and Adolescent priorities;
  • Lead the design of innovative/creative projects and developing new proposals for submission to international and local funding agencies; including undertaking joint bids with partners that gives FGAE comparative advantage;
  • Ensures the availability of programme information for planning, program design and decision making by the Management and Board;

  • Requests for Applications/Proposals, calls for funding opportunities from potential donors/ partners and other international NGOs and government to advance SRH, HIV&AIDS and ARH agenda of the Association;
  • Lead the management and implementation of ongoing projects, mobilizing additional resources and ensuring the sustainability and expansion of FGAE activities in collaboration with the other departments and Area Offices;
  • Lead and provide strategic and technical directions and technical assistance to Team Leaders, Area Managers as the case may be and Program Coordinators at the Area Office level for effective coordination and synergy, delivery of interventions and achievement of set targets;
  • Coordinates and works with other work units to ensure that program strategic framework/plan is established, implemented and maintained effectively and efficiently in a cooperative and team manner;
  • Formulates solutions to project management and implementation problems through operations research and consultations with donors, project teams and where applicable stakeholders;
  • Provides guidelines for the management and operations of FGAE Youth Programs and Centers to make them more relevant, viable and effective and in providing sustainable quality and high impact services;
  • Establish and implement effective and functional systems for sub-granting, providing technical assistance to partners and directing efforts at achieving project deliverables by all partners;
  • Establishes and implement effective systems and procedures and quality improvement standards in program implementation and management across the Association;
  • Liaise with the leadership to ensure that qualified, skilled and trained program personnel and other resources are available for effective operations and performance of the department;
  • Working with teams for different programs areas, create innovations and models (programs, strategies, approaches etc) to enhance learning and replication by partners involved in SRH, ARH and HIV&AIDS nationwide;
  • Ensures that technical personnel under his guidance comply with applicable standards, regulations, specifications and documented procedures for program management;
  • Undertake the analysis of relevant data on SRH, ARH and HIV&AIDS and leading the design and implementation of appropriate interventions to reduce and mitigate the impact of SRH and HIV&AIDS problems among various target audience;
  • Use available data
    to design and undertake evidence-based advocacy interventions targeting critical audience as part of the process of contributing to improvement environment for SRH, ARH and HIV&AIDS at National and Regional levels independently or in collaboration with strategic partners and stakeholders;
  • Mainstreaming Gender into organisational programs, policies and operations including program planning and management and service delivery for balancing and increased sensitivity and responsiveness;
  • Designing, planning and conducting relevant training for staff, partners and volunteers as provided for in donor funded project proposals and providing support for the trainees to apply knowledge and skills acquired to job situations.
  • Related to this is the adaptation, review, development and production of curricula and other materials to standardize training program;
  • Establishing, equipping and managing an updated resource centre with relevant publications, CDs and facilitate access of partners and other stakeholders to such facility for the purpose of research etc;
  • Design and implementing an effective SRH, HIV & AIDS and Adolescents and Youth Strategic Behavioral Change Communication strategy for FGAE, ensuring alignment with National SBCC strategy;
  • Organise periodic performance review of program implementation, focusing on appropriateness of strategies, resource utilization (to measure cost effectiveness), capacity of project team to deliver, achievements of results, challenges and lessons to inform repositioning efforts for improved performance in the future;
  • Represent the Association at National Technical Working Group, FMOH, etc for enhanced visibility and to facilitate the contributions of FGAE in the development of national SRH, ARH and HIV&AIDS policies and guidelines;
  • Monitor progress and evaluates the effectiveness of FGAE project planning and management process, strategies and approaches and advice the management accordingly;
  • Keep abreast with current developments in the national SRH, ARH and HIV&AIDS arena to inform the development of effective approaches and repositioning of FGAE program activities for greater impact;
  • Lead and coordinate all activities relating to commemorating World Special Days including World AIDS Day, World Safe Motherhood Day etc, to disseminate information and create awareness in the general public for behavior change;
  • Receive, review and consolidate program reports from the Area offices and ensure timely submission to the Executive Director through the office of Deputy Executive Director for appropriate action(s);
  • Advice the Management on the future direction of FGAE programs, bearing in mind national, regional and global priorities;
  • Provide update to the Board as may be required focusing on implementation issues, results, challenges and lessons to guide the Board in decision making;
  • Develop and implement capacity building plan for recipients of sub-grants from FGAE;
  • Performs any other duties as assigned by the ED.

    Job Requirements

    Education:

  • PHD/MPH/MSC/MA in Public Health, Demography, Health Economics, Sociology, Population Study. Previous experience in proposal development for donors.

    Work Experience:

  • 10/12yrs with 8/10 years in senior/top management/leadership position within NGO and or public health sector (agencies implementing donor funded projects).

  • As per FGAE’s salary scale

    Terms of employment :

  • One year contract, renewable based on satisfactory performance and availability of funds
