Job Description

Be accountable to overall success of the realization of the objectives of FGAE in Finance Management, Treasury Management, Human Resource Management, Administration and Supplies Managements as specified in the Association’s Strategic Plan and Annual Program and Budget; In charge of developing and maintaining efficient and effective HRM and Development system,

Responsibilities & Tasks :

Financial Management Functions

  • Plan, organize, coordinate and control the financial and materials resources in accordance with the rules and procedures of the FGAE;
  • Develop ,update and improve all necessary administrative and financial policies, procedures and accounting practices, systems and procedures, submit to management and implement upon approval;
  • Provide technical and administrative assistance in matters of administration and financial management, train staffs on financial and property management;
  • Strengthens the accounting system so that FGAE will have better capacity to properly account for grants received and also serve as a source of information for management decision by establishing policy and standards; Ensure that the rules, regulations, procedures and systems of the FGAE are abided by and implemented properly;
  • Ensures the automation of the accounting and supplies management system at all levels, HO and Area Offices;
  • Decentralized financial management activities are put in place for effectiveness and efficiency by developing decentralization policy and procedure guidelines, conducting orientation and training about the decentralization scheme and preparing a checklist for facilitating supervision and monitoring; Controls budget and their utilization, ensure that funds are properly utilized for intended activities;
  • Strengthens internal control system by institutionalizing and updating policy, manual and standards and monitoring project fund utilization;
  • Oversees the systematic management of funds as per terms and conditions of grant by ensuring compliance to donors requirement pertaining to budget utilization, cash handling, rerecording and reporting and maintenance of proper documentation management of safe boxes etc.;
  • Ensures the timely preparation of periodic and annual Financial Management reports, checks for accuracy and timely manner against business plan & budget as required and report to ED, SMT and other stakeholders;
  • Analyze and present financial reports in accurate and timely manner; clearly communicate monthly ;biannually and annually financial statements; collate financial reporting materials for all donor segments, and oversee all financial , project/program and grant accountings;
  • Provide Management reports and effectively communicate and present the critical financial matters to the Executive Director and the Board.(Finance and Audit Standing committee);
    Oversee the preparation and management of FGAE Cash flows and forecasts;
  • Act as a cheque signatory
  • Arrange & coordinate the annual statutory Audit and project Audits in a timely and efficiently Manner in line with National and Donors’ requirements;
  • Reviews and advises the ED and the Senior Management Team (SMT) on all HR, financial matters pertaining to statutory requirements, Donors financial policies and procedures;
  • Evaluates and decides on monitory outlays as per the delegations given to her/him from the Executive Director of the FGAE.

    Risk Management function

  • Work with the ED, IT officer on risk management, disaster recovery & contingency planning.
  • Work with ED to assess, arrange & review all insurance covers.
  • Process claims & maintains appropriate
    records.

    General Service Functions

  • Oversee human resource management in FGAE in accordance with established rules and policies and contemporary practices including developing and facilitating the implementation of staff capacity building plan, responds to personnel needs and concerns towards building a highly motivated work force;
  • Study and review national policies and legislation relating to human resource management including Employment and Labour law and ensure that FGAE’s HRM practices and provisions in personnel policy and operations manual are in congruent with these policies and laws;
  • Developing and putting in place a system of administering human resources of the Association;
  • Identify capacity development needs of staff, develop a plan of action for management consideration and approval and facilitate the implementation within available resources;
  • Ensuring proper selection, training, placement and administration of human resources of FGAE;
    Ensure the availability of competent and motivated manpower at all levels of the Association;
  • Administering rewards and employee benefits of FGAE ;
  • Initiates policies, strategies and guidelines related to human resource management and development, business and system development, performance management and salary and benefits schemes and implement when approved;
  • Oversee and undertaking training and development of employees of FGAE and ensures the delivery of effective SRH training programs;
  • Support departments/units and projects to determine and establish human resource requirements that inform management decision;
  • Ensures that the capacity of staff in built to play their respective roles and Responsibilities;
  • Works for a strong organizational culture by developing organizational values, principles and incentive mechanisms for positive change;

    Administration Functions

  • Ensure that all government and legal requirements are respected ;
  • Manage the associations property and ensure leases, security arrangements and insurances are in place;
  • Make arrangements for the maintenance of high cleanliness and hygiene standards in conjunction with branch in charges/ Area Managers and also ensure adequate furnishing;
  • Work closely and transparently with all external partners including third-party vendors and consultants;
  • Oversee administrative functions, vehicle/fleet management as well as facilities to ensure efficient and consistent operations of the organization;
  • Ensure there are adequate procedures for vehicles usage and that these are respected;
  • Oversee and manage the office including repairs and maintenance of structures/building, equipment, internet facilities, offices, vehicles etc to ensure maximum functionality and efficiency.
  • Perform other functions as instructed by Executive Director.

    Job Requirements

    Qualification:

  • MBA/MSc/MA/in Finance, Accounting, Business Administration

    Experience:

  • 8 years relevant professional experience in HR, finance, grant management and planning activity;
  • 3+ years of demonstrable broad financial and operations management experience in senior position;
  • Experience in all financial analysis, reporting and auditing coordination;
  • Track record of grant management;
