Job Description

Under the overall guidance of the Executive Director, the Area Manager is the Head of the Area Office with responsibility for day to day strategic leadership and management, technical guidance, quality assurance and marketing, high level advocacy and engagement, partnership development, corporate image making/building and resource mobilization in the Region.

He/she manages the Area Office as a semi-autonomous entity, directing and leading program and organizational development efforts in congruence with FGAE Strategic Plan.

Summary of Key Functions/Results Expected

Program Management

  • Provide leadership in coordinating the input of the Area Offices into the preparation of FGAE Annual Program Budget in line with approved guidelines and time line set by IPPF;
  • Provide technical guidance and oversight to the management and implementation of all programs at the Area Office level, ensuring compliance with approved guidelines by the Head Office;
  • In response to identified critical SRH Issues in the region, initiate and develop new proposals for review and fine tuning by the Head Office for presentation and marketing to possible funders;
  • Lead other staff in translating FGAE long-term program strategy into practical and achievable Plan and activities on annual basis in line with requirements of IPPF and other donors;
  • Organise the staff to undertake performance review of programs at periodic intervals, identifying strengths and weaknesses and collectively agreeing on specific actions for improving quality and outcomes of FGAE SRH programs/projects;
  • Participate in program review activities at the national level, contributing the input of the Area Office to key strategies and actions for repositioning FGAE SRH programs for sustainable outcome and impact;
  • Scan the external environment within the Region to monitor SRH situation and trend and use findings for program planning, designing new interventions and strategy development at the Regional level;
  • Coordinate the production of program and other reports in line with reporting schedule for submission to the Head Office;
  • Provide leadership in coordinating the efforts of the project team in the implementation of SRH and other donor funded programs and projects at the Area Office level;
  • Plan, organize, direct, coordinate and control program and organisational operations at Area Office, Model Clinic, SRH Clinics and SRH Outreach Projects and Youth Center levels;
  • Work closely with and other Units to ensure that the Annual program Budget is well planned, understood, and implemented effectively and efficiently in cooperative and collaborative manner;
  • Link up with and manage organisations receiving grants from FGAE, undertaking supportive supervision, providing technical assistance and receiving update and data on program performance for transmission to the Head Office;

    Leadership and organizational management

  • Initiate and establish relevant guidelines to standardize and guide the operations of the Area Office for increased effectiveness and sustainable impact;
  • Ensure financial, human and material resources are utilized effectively and efficiently according to the rules and regulations of the Association;
  • Contribute to FGAE strategic planning process, assuring alignment with country and regional SRH priorities and agenda;
  • Provide leadership at the Area Office level to align operations with FGAE strategic plan and implementation of actions that facilitate the achievement of
    set targets for the Region/Area Office;
  • Creating, maintaining and sustaining an enabling office and work environment to motivate staff to give their best at all times;
  • Identify staff capacity development needs and respond accordingly through direct action or liaise with the Head Office for providing support to building capacity of staff in the region;
  • Liaise with the Head Office for the availability of required resources (human, material, financial, equipment, etc) for effective operations and performance of the Area Office;
  • Oversee the implementation and compliance with established organisational policies, procedures and standards at the Area Office level while also collating and transmitting feedback from staff to the Head office to guide process of review and refinement;
  • Consulting with the Executive Director and other Top Management Team members at the headquarters on strategic organisational development and management issues to guide operations at the Area Office level;

    Resource Mobilization and financial management

  • Identifying opportunities and mobilizing resources from local sources including fundraising, solicitation for donation of lands, buildings/infrastructure (to be used as office and clinics), vehicles, drugs, consumables, subventions from Regional Government etc;
  • Identifying opportunities and leads the area office activities to generate more net income from service and other innovative ventures through health facilities of FGAE;
  • Publicizing and marketing FGAE capability and training and specialized technical services for demand generation and patronage of partners in the region;
  • Undertake researches through but not limited to internet to identify funding opportunities and facilitating access of FGAE to such resources;
  • Contribute to the development of new project proposals being developed by the Head Office for submission to donors for funding;
  • Engaging with Government at Regional levels, international donors, the private sector in mobilizing financial resources for FGAE programs and services at the Regional level;
  • Prepares and submits to the Executive Board consolidated periodic report on work plan implementation, budget utilization, and performance management of the Association;
  • Prepare annual Area Office budget for timely submission to the Area Office for harmonization and consolidation and presentation to NEB for approval; receiving and applying received from the Head Office in line with budget provisions, maintaining discipline and curbing wastes and leakages;

    Job Requirements

    Qualification:

  • MPH/MSC/MA/ in Public Health, Demography, Sociology, Social Work, Population Study and related studies

    Experience:

  • 8 years of which must have a minimum five(5) years experience after Master degree , shall posses relevant professional experience in program and finance & general administration with three(3)in Senior Management position

    Salary:

  • As per FGAE’s salary scale

    Terms of Employment:

  • One year contract, renewable based on satisfactory performance and availability of funds
