Baseline Survey for Dignity for All (D4a) ‘towards Sustainable Ethiopian Coffee Value Chain’ Project- Under Finnish Funded Impact Programme

Introduction

Fairtrade Africa (FTA) is the umbrella organization representing Fairtrade certified organizations in Africa. The mission of FTA is to support members’ to strengthen their organizations in line with Fairtrade Standards, improve and increase members’ ability to access Fairtrade markets and, engage with members to advocate for their interest and take active ownership of the Global Fairtrade system. FTA has a membership of over 1 million farmers and workers across 33 countries in Africa.

1. Description of the project

Dignity For All (D4A) ‘Towards Sustainable Ethiopia Coffee Value Chain’ Project is being be implemented by Fairtrade Africa in Sidama, Yirgacheffe and Bench Maji coffee producer cooperative unions, in South Nation Nationalities and People Region (SNNPR), Ethiopia.

The objective of the project is to improve the sustainability of coffee value chain by improving coffee productivity and quality, enhance marketing opportunity for Fairtrade certified coffee, reducing land degradation and environmental pollution from coffee production and processing.

Strengthen SPOs capacity and improving inclusiveness of the SPOs to participate and engage vulnerable people in the coffee sector. The project focuses on institutional capacity building of the cooperatives and unions, supporting human resource development by vocational and technical trainings, establishment of coffee quality training premier campus and coffee quality assessment laboratory.

Specifically, the activities will contribute to the mitigation of climate change impacts on coffee production by improving participatory forest management and reducing environmental pollution caused by wastewater from washed coffee processing plants by developing wastewater filtration and evaporation system using earthen pit and vetiver grass; and encouraging diversification withon smallholder coffee sector towards reaching out to more women and youth, and attainment of Living Income.

Baseline Target Group

The baseline survey will target right holders (project beneficiaries) and duty bearers (stakeholders e.g. government, non-government, Donors etc.) to understand the current status and gaps in Fairtrade certified smallholder coffee producer organizations with reference to approved project plan and log frame thus providing a bench mark for monitoring and evaluating project implementation progress.

The target beneficiaries include 28 primary cooperatives and their member farmers under the three coffee unions with a specific focus on inclusion opportunities for vulnerable groups i.e. women, youth and persons with disability.

2. Objective of the baseline Survey

The objective of the baseline survey is to assess the current status and gaps of targeted Fairtrade certified smallholder coffee producers with reference to approved project plan.

The report generated will inform the monitoring benchmarks and aid in evaluating the project implementation against the project logical framework.

3. Scope

The project is being implemented in Sidama coffee farmers’ cooperative union (southeast Ethiopia), Yirgacheffe coffee farmers’ cooperative union (southeast Ethiopia) and Bench Maji coffee producers cooperative union (southwest Ethiopia) in SNNPR Region, Ethiopia.

Desired Qualification

Applications are invited from recognized research institutions (firms) or individual (s) that meet the following criteria.

a) Experience of carrying out impact assessments, baseline studies or other types of program evaluation or research

b) Fluency in English, Amharic or Knowledge of one or more of local languages in the project area is desirable

c) Research experience in the areas of coffee production and marketing, value chain, small producer organizations development (SPOD), gender, environment and capacity building is important.

d) Experience in using data analysis tools such as STATA, SPSS, MATLAB among others

e) Ability to present data concisely and clearly

Application process

a) Technical proposal: that includes a clear description of the intended scope and methods to be used, work plan and potential risks.

b) Financial proposal that clears details the professional and operational costs

c) Detailed CVs of all members for the proposed research team highlighting research experience relevant to the study

d) Names and contact details of two organizations for which similar work has been conducted in the last two years

e) Sample of recent similar assignment undertaken by the individual or research institution in a related field.

Interested qualified (individuals/firms) are requested to submit a letter of intent, and completed proposals including all the requirements and details specified above, and their detailed budget needs to Fairtrade Africa by 24th April 2019 The consultant should be ready to conduct the baseline study from May 6tth 2019.
