Expertise France International Expert Jobs in Tanzania;We are seeking an International Expert to support Tanzania’s Ministry of Education, Science and Technology (MoEST) under the EU‑funded Regional Teacher Initiative for Africa (RTIA), strengthening continuous professional development (TCPD) for pre‑primary and primary teachers with a focus on foundational learning practices in Reading, Writing, and Arithmetic (3Rs).

Objective of the Assignment

  • Enhance quality of teaching practices in pre‑primary and primary schools.

  • Improve learning outcomes in the 3Rs (Reading, Writing, Arithmetic).

  • Examine strengths and gaps in the existing TCPD programme.

  • Identify evidence‑based best practices in Africa for foundational learning.

  • Review and update TCPD programme jointly with teacher colleges.

    Main Activities

  • Conduct desk review of key education policy documents.

  • Participate in scoping meeting; develop scope note, methodology, timetable.

  • Consult with stakeholders (teachers, trainers, quality assurance officers).

  • Contribute to data collection (classroom observations, FGDs, interviews).

  • Benchmark innovative practices for foundational learning in Africa.

  • Co‑facilitate technical working sessions with MoEST, TTCs, and TIE.

  • Contribute to review, update, and development of TCPD content/tools.

  • Incorporate feedback during validation process.

  • Prepare final assignment report.

  • Benchmark findings report.

  • Strategy to enhance teacher training on foundational learning.

  • Updated TCPD programme.

  • Monitoring tools and classroom observation tools.

    Expert Profile

    Academic Qualification

  • Advanced degree in Education,
    specialising in teacher continuous professional development.

    General Professional Experience

  • Minimum 10 years in basic education.

  • Proven track record in developing teacher capacity‑building programmes.

  • Consultancy experience with governments or international organisations.

    Specific Experience and Skills

  • Knowledge of foundational learning practices and innovative approaches.

  • Expertise in child‑centred pedagogy, activity‑based learning, differentiated instruction, positive discipline.

  • Experience developing and implementing teacher capacity‑building programmes.

  • Experience designing/conducting field surveys, managing data collection, analysing data.

  • Knowledge of competency‑based curricula.

  • Experience designing/updating classroom observation and monitoring tools.

  • Understanding of gender issues in foundational learning outcomes.

  • Skills in participatory workshop facilitation and project coordination.

  • Familiarity with Tanzania’s education context and policies.

  • Knowledge of foundational learning initiatives in Africa.

    Language Proficiency

  • Excellent written and spoken English.

  • Good command of Swahili (asset).
