The European Union Emergency Trust Fund (EUTF) and the German Ministry for Economic Cooperation and Development (BMZ) have commissioned the Gesellschaft far Internationale Zusammenarbeit (GIZ) with the programme 'Supporting Refugees and Host Communities in Northern Uganda".


The main objective of the programme is the improvement of the inclusive socio-economic development of refugees and the host population within the three districts of Northern Uganda, namely Arua, Adjumani and Moyo, which are amongst the districts with the highest percentage of refugees.


The programme combines the support to the district local government structures, efforts to create income and employment and the support for agricultural activities.


GIZ is recruiting two (2) Advisors to support the improvement of the inclusive socioeconomic development of refugees and the host population within the three districts of Northern Uganda.


Responsibilities


  • Compiles an overview of programme activities, deadlines etc. and presents this regulady at team meetings
  • Assists with recording and documenting the results of all activities
  • Supports continues project monitoring, high quality reporting on progress and financial expenditures
  • Assists in the timely coordination and implementation of the recruitment and deployment of experts to support project implementation
  • Assists short-term experts assigned to the programme in completing their tasks
  • Draws up media analyses, participates in fora and public hearings on issues directly connected with the project/programme
  • Orders and distributes PR materials on the project/programme as well as GIZ PR materials in coordination with the communication and visibility officer
  • Assists with PR work for the projeWprogramme in coordination with the communication and visibility officer Research
  • In consultation with the Head of Component, prepares and carries out qualitative research projects (developing survey instruments, field trials, training field staff, organisational preparation in the field, collecting and analysing data) Knowledge management
  • Assists in drawing up reports and translations
  • Establishes and maintains a project database
  • Identifies and synthesizes best practices and lessons learned
  • Contributes to knowledge networks and communities of practice
  • Facilitates knowledge management and continuous learning Implementation of project activities
  • Maintains contacts with stakeholders, arranges and attends meetings, and takes minutes
  • Supports planning, coordinating and documenting meetings, workshops, seminars and other project activities with a focus on technical aspects
  • Follows all steps of procurement procedures for goods, works and services, ensuring full accountability, transparency and the principle of competition in the allocation of resources, procurement of services, works and goods and selection of recipients
  • Assists the organization of field visits, conferences and other logistics arrangements as required by the project activities
  • Drafts routine correspondence and memoranda from oral instruction or other available information sources including preparing background materials for discussion
  • Provides support to assigned projects in mainstreaming youth and gender equality throughout local economic development activities, including related work plans, budgets, reports, research and analyses
  • In the preparation of meetings/consultations training ensures youth and gender balance of participants as much as possible General obligations
  • Is familiar with GIZ planning, implementation and reporting procedures
    and their changes
  • Is familiar with other programme components and GIZ-assisted measures, concepts and status of implementation and knows the corresponding experts and staff
  • Represents the interest of the GIZ-assisted measure and always acts on its behalf
  • Carries out important tasks for the project/programme, even if these are not explicitly cited in the job description Other duties/additional tasks
  • Assists other experts, if necessary as translator
  • performs other duties and tasks at the request of management
  • Supports with collecting data and monitoring tasks in coordination with the monitoring and evaluation officer


    Requirements


  • University Bachelor's degree in Social Sciences, Social. Economic Development, Development Planning, Rural Development or other related fields,
  • At least 2 years' professional experience (including internship or similar)
    Other knowledge, additional competences
  • Madi or Lug bara Language skills are a must
  • Proven experience of using MS Office applications (Word, Excel and Power Point)
  • Very good command of spoken and written English
  • Experience of project management and research experience in an area related to the project's/programme's requirements is desirable
  • A non-judgmental and positive attitude
  • Creative thinking and problem-solving ability
