Roles and Responsibilities

  • Support and monitor implementation of the quality policy manual and safety program.

  • Overseeing development and document control of standard operating procedures and other related documents

  • Ensures that all staff uses and adheres to standard operating procedures

  • Annually review all standard operating procedures and related documents

  • Overseeing orientation and onsite training of new laboratory staffs

  • Provides on-site training to laboratory personnel on all quality activities

  • Conducts competency evaluation of laboratory personnel.

  • Assist the NTRL Manager on work load distribution and making of schedules and duty rosters

  • Conduct monthly review of quality and technical records including quality control data

  • Trouble shoot and provide solutions to QC problems

  • Ensures proficiency panels are received, processed and reported in a timely manner
    Review EQA feedback reports with all staff.
  • Assists in investigation of poor performance and identification of root causes

  • Monitor and timely update quality indicators. Perform root cause analysis for any deviations

  • Documents quality occurrences in compliance with the quality plan of the laboratory;

  • Advises NTRL Manager of significant quality control/quality assurance issues.

  • Compiles and monitors monthly testing data
    Analyzes technical problems pertaining to specimen adequacy, laboratory data, and instrumentation; determine cause and rectifies problems in accordance with guidelines and procedures.

  • Confirms abnormal results and result discrepancies and initiate follow-up to resolve discrepancies.

  • Reviews and approve laboratory results according to standard operating procedures; report critical results or unusual results in accordance with established policy.

  • Establishes and maintains an internal audit system; develops a schedule for performing audits; coordinates the audit process; manages corrective action efforts and advises NTRL Manager and TB/HIV directorate director on the outcomes.

  • Assists with inventory management of supplies and assure that laboratory areas
    remain stocked with needed supplies.

  • Participates in in-service training of new employees and visiting students.

  • Participates in the preparation for all inspections by accrediting agencies.

  • Providing advisory services to clients
    Investigate and address any complaints from users of laboratory services

  • Summarizes and presents at the annual management reviews the performance of the QMS

  • Attend quality related meetings on behalf of the National TB Reference Laboratory

  • Perform other job-related duties as assigned by the NTRL Manager

    Job Requirements

  • BSc in medical laboratory science and masters in microbiology or clinical laboratory quality management system.

  • At least five years of experience in TB laboratory.

  • Training on Laboratory quality management system, SLMTA/SLIPTA

  • Experience in TB culture and DST laboratory is an advantage.

  • Knowledge and experience on GeneXpert MTB/Rif Assay,TB culture and DST tests.

  • Technical competency in the diagnosis of infectious diseases (TB preferable) including specific hands-on diagnostics experience

  • Fluency in written and spoken English

  • Publication track-record in reputable academic and/or journals

  • Knowledge on Global End-TB strategies and its alignment with the National Tuberculosis Program and implementation modalities, TB research priority areas, current TB diagnostic algorithm and technologies, leadership and management principles of TB research projects, and project human resources management

    Required Skills and Attributes

  • Strong interpersonal skills in facilitation and stakeholder engagement/coordination

  • Excellent communication skills, including public speaking and ability to address complex issues and concepts clearly, concisely and with influence.

  • Highly committed and motivated

  • Excellent computer literacy and strong, demonstrable experience of the design and use of quantitative and qualitative research methods

  • Familiarity with the applications of statistical data entry and analysis software (SPSS, STATA, Epi-Data, Epi-Info etc.)
