Reporting to: National Data Management Center for health (NDMC)

Background

The National Data Management Center for health (NDMC) at the Ethiopian Public Health Institute (EPHI) is a responsible center to centrally archive health and health related data, process and manage health research, apply robust data analytic technics, synthesis evidence and to ensure evidence utilization for decision making by the Federal Ministry of Health (FMoH) and other relevant stakeholders at local, sub-national and nationaland international levels.

NDMC has collaborative partnership with Institute for Health Metrics and Evaluation (IHME), University of Washington and has established a Burden of Disease (BoD) Unit.

The BoDUnit is responsible for data mapping, collecting, reviewing and archiving available health and health related data in the country and for producing national and subnational burden of disease estimates collaboratively with Global Burden of Disease (GBD) Study centered at IHME for population and demography, mortality and risk factors for a range of communicable diseases, non-communicable diseases, maternal newborn and child health, nutrition and for injuries.

The unit creates platforms for translating BoD evidence for decision and policy at national and subnational levels.

Roles and responsibilities

  • Coordinate Burden of Disease Unit

  • Technically lead activities in the unit; plan, monitor and evaluate progresses of the unit

  • Coordinate data mapping, collecting, reviewing and archiving of health and health related data

  • Coordinate and work for burden of disease activities with IHME team

  • Coordinate local institutes and experts collaborating onburden of disease study

  • Coordinate workshops and conference

  • Provide trainings on burden of disease priority areas

  • Supervise multidisciplinary staff working in the Unit

  • Supervise fellows and students

  • Write manuscripts, technical reports, policy briefs…

  • Network with ministry of health, regional health bureaus and partners

  • Facilitate evidence translation to health policy and decisions

  • Support grant writing initiatives of the center

  • Represent burden of disease unit in conferences, meetings, workshops and others

  • Support other NDMC and EPHI activities as needed

    Job Requirements

  • PhD in Epidemiology/public healthwith demonstrated research experience10 years.
  • Experience working with Global Burden of Disease (GBD) study is an addition

    Desired skills and experiences

  • Ability to coordinate Epidemiologic units/departments, data managers and data encoders in the research and/or academic institutes

  • Ability in conceptualizing, devising and leading national epidemiological research, research strategies/ research themes

  • Ability to work with Epidemiologic research data system such as HDSS and multiple data teams

  • Ability to work with research institutes, academia and the health sector, with local and international collaborators

  • Demonstrated ability in advanced Epidemiology and quantitative science

  • Demonstrated experience in disease epidemiology of Ethiopia’s priority and health risk factors

  • Demonstrated experience in designing different types of surveys and research programs, research proposals and protocols,

  • Ability to supervise junior researchers, data managers, data analysts and different data sources

  • Be familiar with local and international research ethics

  • Be able to provide substantial contribution in the scientific advisory committee, research technical working groups and others

  • Be able to use statistical software such as Stata, SPSS or R etc.

  • Ability to coordinate burden of diseases collaborators from Ethiopia; research data source collaborators or networks, routine data source collaborators or networks

  • Demonstrated research communication and interpersonal communication skills

  • Experience working with existing health policies, strategies and plans of the country

  • Ability to coordinate research workshops and conferences

  • Ability to negotiate with funding organizations, research institutes and individual researchers

  • Able to facilitate and assist in mapping, centralizing, digitizing, manage and analyze existing and new data sources in the country

  • Demonstrated ability to produce policy relevant findings from rigorous systematic reviews, in-depth analysis of studies etc.

  • Ability to identify evidence demands and supplies of MOH

  • Ability to assess the quality of different sources of evidence to facilitate for health policy decision

  • Ability to coordinate evidence to policy translation forums and dialogues

  • Ability to develop evidence use tracking mechanisms at national and regional levels

  • Demonstrated ability in disseminating research findings with different; publication, policy briefs…
