Job Description

Duties and Responsibilities shall include, but not limited to:

  • The primary responsibility is to ensure that, for the region assigned to, the implementation stays on track.

  • Therefore, the senior civil engineer is responsible for liaising on all implementation issues with the regional PMU coordinator and federal PMU experts on construction, supply management, contract administration, quality control and human resource management.

    Construction

  • In support of the regional PMU, ensures the availability of detailed implementation plans at site level, consolidated into a regional implementation plan

  • Liaise with newly registered contractors and the regional PMU to ensure a smooth allocation of sites

  • Identifies bottlenecks in the implementation, and informs the federal PMU in case no regional resolution to the problem can be identified

  • Participates in the preparation and updating of construction supervision progress

  • Periodically checking the remaining quantities, and undertaking constant monitoring of each contract’s costs, including the application of variation costs

  • Assisting the region with processing of the contractor's claims;

  • Ensures the adherence to minimum site supervision frequencies by the zonal engineer or consulting firm

    Supply Management

  • Support the supply management process by ensuring that all relevant information by the region is made available in a timely manner through communication with the regional supply manager and regional PMU coordinator:

  • Regional store inventory levels

  • Projected construction activity for the next month calculating the anticipated demand

  • In case of local procurement by the
    contractors, ensure that procedures are followed and that a weekly total of locally procured cement is available.

    Contract Administration

  • In cooperation with the regional PMU members, through field visits, ensure that all contract administrative procedures are followed

  • Ensure a timely reporting at zonal level, consolidated at regional level

  • Assist in claim management

    Quality Control

    In communication with the regional PMU coordinator and through joint supervision:

  • Reviewing the quality control programs

  • inspecting the works at appropriate intervals during the defects liability period and certifying the defects liability certificate for issuance by the employer's representative

  • Certifying completion of part or all of the works and inspection of projects

    Human Resource Management

  • Assist in regional human resource planning activities

  • Assist in regional PMU recruitment at federal and regional level

    Required skills

  • Strong technical, analytical and planning skills

  • Strong communication skills, both in speaking and writing Amharic and English

  • Team work skills

  • Project management skills

  • Good knowledge of computer applications & Software’s

  • Effective time management

    Job Requirements

    Educational Background

  • Masters in in Civil Engineering or Construction Technology and Management with at least 4 years of experience or B.Sc in Civil Engineering or Construction Technology and Management with at least 6 years experience in a comparable senior position.
