Job Overview

  • The Advocacy & Partnership Officer will create strategy and processes to generate goal-oriented advocacy and partnership outcomes. He/she will support the Institute’s PHC advocacy work.

  • Priorities will include support to build PHC movement, PHC programs and health financing advocacy initiatives to improve access to reproductive health, maternal and child health, immunization, and so on as an integrated part of PHC systems.

  • The Officer will also be responsible for building and strengthening partnership with allies in the sector

  • He/she will be engaged in policy dialogue and research to policy translation.

  • This position will liaise with global, regional and local officials, implementing partners and IIfPHC-E project staff. This position requires travel to project sites and other relevant locations.

    Key Responsibilities but not limited to

    Advocacy support

    ●Identify themes and topics for advocacy in advancing PHC approaches as means to achieve UHC globally

    ●Identify ongoing global and regional movements that relates to PHC

    ● Identify and liaise with key African based advocacy organizations

    ● Support the development of partnership and advocacy plan of the institute

    ● Support the advocacy and partnership work of the Institute on global and national PHC agenda to achieve Universal Health Care

    ● Support the global and in-country advocacy work of the Institute

    ● support countries to plan and deliver budget advocacy activities, including analysis of data on primary health care expenditure

    Partnership

    ● Support the identification of key stakeholders and networks in the areas of PHC advocacy

    ● Strengthen partnership with key PHC players;engage with target audiences of the Institute to build strong partnership

    ●Organize regular meetings with partners in the sector on PHC

    ●Forge a strong partnership with the Federal Ministry of Health, Regional Health Bureaus, and PHC units, academic institutions, NGOs and private sector locally

    Technical support

    ● Engage in program
    and project design and development, including the theories of change

    ● Maintain effective communication flows between global and national health advocacy to update on innovations, lessons learnt, and progress against planned activities

    Policy support

    ● Support global and national advocacy related to PHC and UHC through policyanalysis, writing briefings and participating in meetings

    ● Support high-quality national and global policy analysis and research on primary health care, health financing and Universal Health Coverage

    Quality Assurance

    ● Ensure the documentation and dissemination of lessons learned to build the PHC movement

    ● Document best practices from national and international PHC programs to inform program leaders in Ethiopia and in other countries

    Job Requirements

  • MPH/MSc/MA in health or related field with a minimum of 7 years’ experience on related assignments. For Bachelor’s Degree, a minimum of 10 years’ experience

  • Experience in research and policy analysis on health affecting low and middle-income countries with strong writing and analytic skills

  • Experience in leading and/or implementing advocacy strategies in low or middle income countries

  • Experience in advocacy strategy development; working across health-related sectors desirable

  • Demonstrated expertise in working with donors, project design, proposal development,

  • Outstanding capacity to understand the country context, portfolio, and overall programmatic needs, and pull and coordinate the relevant technical assistance from within and outside the Institute

  • Ability to transfer technical knowledge and skills

  • Demonstrated commitment to staying informed and up to date with best practices

  • Able to work with multi-cultural and multi-disciplinary teams

  • Strong interpersonal verbal and written communication skills and ability to facilitate collaboration

  • Fluency in English and knowledge of French a plus

  • Proficient in Microsoft Office (Outlook, Word, Excel, PowerPoint)

  • A strong interest and commitment to health systems, primary health care, health financing and Universal Health Coverage
