Job Description

Duration One year with possible extension to three years

The Ethiopian National Information Platform for Nutrition (NIPN) supports evidence-based decision making for nutrition. It is part of a global initiative launched by the European Union to support Scaling Up Nutrition (SUN) countries that have a high malnutrition burden.

The implementation of NIPN consists of three operational elements: the policy question formulation, the identification and analysis of data, and finally the communication and outreach of research findings.

In addition, the NIPN also maintains a national nutrition data platform, which allows to identify and deposit various datasets, reports and other documents, useful for further nutrition related analysis.

The NIPN will support the implementation of the National Food and Nutrition Policy, which was approved in November 2018, and its strategy, which is being developed.

It will provide as much as possible the necessary evidence to guide decision making during the implementation of this policy and strategy.

From the analysis of available and shared data, it generates evidence that is used by nutrition stakeholders for developing policy, designing programs and allocating investments.

In Ethiopia, The NIPN is housed at the Ethiopian Public Health Institute (EPHI) and works very closely with all partners involved in the national nutrition agenda.

IFPRI is providing technical assistance to the NIPN partners in Ethiopia during the establishment of NIPN. A NIIPN Global Support Facility provides support to all NIPN countries.

Main duties and responsibilities

The EPHI is seeking a specialist in nutrition monitoring, evaluation and learning to work on the NIPN.

The main duties are:

  • To provide technical expertise, advice and support the identification and tracking of relevant national nutrition outcome, output and progress indicators ;
  • To identify, summarize and report the lessons learned by programs that could contribute towards a better understanding how to improve nutrition;
  • To support the work of the NIPN Policy Unit during the policy question formulation; to support the NIPN Analysis Unit to undertake analysis;
  • To design and implement a monitoring and evaluation system to measure progress and impact of the NIPN ;
  • To work with a wide set of partners in order to support the implementation of the Capacity Strengthening Strategy for NIPN; to contribute to the planning and organization of the NIPN learning agenda, to carry out and analyze relevant training evaluations and reports;
  • To guide the development of regular process planning and reporting processes and outputs .

  • Contribute to national monitoring and evaluation systems for nutrition by providing technical expertise, advice and support to the national nutrition organizations to be able to monitor and evaluate nutrition-specific and nutrition-sensitive programs, including the description of specific methods and tools and the identification of strengths and weaknesses in existing data collection and management systems.
  • Identify data gaps in data and how those gaps might be filled; Contribute to the collection and analysis of lessons
    learnt and best practices from nutrition-specific and nutrition-sensitive programs, nationally and internationally, by reviewing literature and collating and synthesizing information;
  • Contribute to the lessons learnt, best practices, program data, evaluations and other information to generate result-based communication pieces for influencing decision makers about improving nutrition;
  • Keep informed about developments and resources from the M&E community worldwide and develop and facilitate workshops and training courses for staff of the national nutrition program, ministries and partners to develop and apply tools, processes and best practices to develop a culture of high quality, evidence-based programming and learning;
  • Support the Policy Question Formulation process, draft and synthesize relevant documents when requested;
  • Set up an M&E system for the NIPN. Design the NIPN M&E framework with support from the Senior Advisors and ensure the implementation of the NIPN M&E plan to track performance against targets and measure the dissemination and impact of NIPN outputs.
  • Lead quantitative and qualitative monitoring, evaluation and assessment of NIPN activities and outputs.
  • Identify direct learning needs of the core NIPN team and relevant external NIPN stakeholder; Liaise with the GSF and IFPRI as well as other institutes providing technical assistance or trainings ; Support the planning and organization of NIPN trainings;
  • Implement training evaluations and develop relevant training reports; Support the implementation of the NIPN Capacity Strengthening Strategy ;
  • Prepare reporting and relevant presentations related to the NIPN planning and progress to the NIPN advisory committee and to the national nutrition Monitoring, Research and Steering Committee; Draft annual

    project reporting to donors and national stakeholders; Participate in the NIPN community of practice to share experiences and lessons learnt with NIPN stakeholders in Ethiopia and with other NIPN countries

  • Short listed candidates will be contacted for written exambased on their CV. Then Three or Four top candidates will be identified based on written exam.
  • Finally, one successful candidate will be identified and hired by the aggregated points from written exam and interview

    Job Requirements

  • Minimum of an M.Sc. degree in Nutrition, Public Health, Food Security or a specialist qualification related to nutrition related Monitoring and Evaluating programs

  • Five years’ experience as a nutrition monitoring and evaluation specialist and with experience in institutional learning

  • Proven experience of monitoring and evaluating nutrition related programs, strategies or policies,

  • Good knowledge of the nutrition policy environment in Ethiopia; Experiences in designing or implementing capacity strengthening activities.;
  • Good understanding of the impact pathways for nutrition; Proven involvement in extracting lessons learned from monitoring and evaluations and presenting them in reports ;
  • Ability to read and write reports in English; Proven oral and written presentation and communication skills;
