Project Description:

Performance Monitoring for Action (PMA-Ethiopia), implemented in collaboration between the Ethiopian Public Health Association and Johns Hopkins Bloomberg School of Public Health, is designed to generate both cross-sectional and longitudinal data on a variety of reproductive, maternal, and newborn health indicators that can inform both national and regional governments.

It is designed to respond to the need, highlighted in the 2016 Information Revolution Roadmap, to generate timely population-based data for decision making within Ethiopia. The project is being implemented under the directorship of Dr Solomon Shiferaw and Dr Assefa Seme from the School of Public Health, Addis Ababa University.

PMA-Ethiopia builds upon the previous success of the Performance Monitoring and Accountability 2020 (PMA2020)/Ethiopia and the PMA Maternal and Newborn Health survey in SNNP region.

PMA Ethiopia features an expanded topical scope, moving beyond family planning to also include maternal and newborn health indicators, expanding geographically to provide greater regional representation within the smallest regions, and an expansion of survey methodology to include both cross-sectional and longitudinal data collection.

Position Description:

The consultant will take on the role of advising the central team on technical aspects of survey design, including sampling strategy, sample size calculation, survey implementation, data management, analysis and report writing.

As such, he/she will provide his/her expertise and advice on the implementation of different components of the survey according to the plan.

As this is a five-year project which will try to respond to emerging research needs of the Ministry of Health and other key stakeholders, the advisor will be required to participate in any modification and refinement of survey design ahead of each round of data collection. This includes the below overall responsibilities

Reporting and Supervision

The MNH Statistics Technical advisor will be reporting to Principal Investigators of PMA Ethiopia and will work under general supervision and direction provided by the Principal Investigators of PMA Ethiopia. He will also be in regular contact with the Gates Institute.

Essential Duties and Responsibilities Include the Following:

  • Advise on survey technical aspects of survey design,
  • Work with JHU faculty and technical advisors on sampling strategy, and sample size calculation;
  • Participate in survey implementation and data management activities;
  • Assist in data analysis and report writing;
  • Participate on the development of curriculum for survey methods;
  • The advisor will actively participate
    in the design and provision of a short course to be offered at AAU for a non-technical audience covering data sources and data use and interpretation;
  • Provide trainings and hands-on exercises on survey design, statistical analyses and statistical software packages to PMA staff;
  • Communicate with PMA-Ethiopia PIs and JHU technical leads on any relevant technical considerations related to the above functions;
  • Be available to attend pilot and training workshops of field staff to ensure smooth operation of the survey related activities;
  • Modify, as needed, the existing standard operating procedures for data management and analysis;
  • Participate in other survey related discussions as needed.

    Job Requirements

    Advisor’s Required and Preferred Skills
    Preferred skills and attributes include
    :

  • M.Sc. or PhD in Biostatistics/Statistics, Epidemiology, Demography or related fields with 10+ or 5+ years of experience on statistics, survey design and implementation of large-scale surveys, respectively.
  • Experience in designing curricula in statistics or related fields
  • Experience of work in research institutes, higher education institution, or other organizations in the areas of Maternal and child health programs, and family planning
  • Proficiency in data analysis and report writing
  • Proficiency using Statistical Software packages: Stata, SPSS and Epi Info.
  • Strong networking and communication skills
  • Ability to work and deliver with tight deadlines

    Contract Terms & Conditions

  • The successful candidate will be hired as a Part-Time Consultant (PTC) for up to 1 year with possibility of contract renewal or extension.
  • Remuneration will be set according to standard of PMA-Ethiopia Project rate. All payments and reimbursements will be based on submitted deliverables of the consultant.
  • The consultant will use her/his personal cell phone and a laptop for the duration of the assignment.

    Deliverables
    The Statistics Technical Advisor will contribute to the following deliverables:

  • Finalized Survey design and implementation plan;
  • Finalized survey instruments (questionnaires, manuals, field procedures, etc.);
  • The project’s annual four pager report on MNH related topics.
