Job Description

Background

Ethiopia’s health indicators have been remarkably improved from one of the worst in Sub-Saharan Africa to amongst the stand out performers in just two decades.

The lives of millions of children have been saved, millions of new infections and death from communicable diseases such as HIV, Malaria, and Tuberculosis have been averted. All this was done while building a health system that can sustain the gains over the long term.

Despite the impressive progress made, Ethiopia still has high rates of morbidity and mortality from preventable causes. There is also disparity in uptake and coverage of high impact interventions amongst different regions and Woredas.

The quality of health care in terms of improving patient safety, effectiveness, and patient-centeredness, in both public and private facilities, is often inconsistent and unreliable.

The Health Sector Transformation Plan (HSTP), in line with our country’s second growth and transformation plan (GTPII), has set ambitious goals to improve equity, coverage and utilization of essential health services, improve quality of health care, and enhance the implementation capacity of the health sector at all levels of the system.

Objective

The senior HMIS adviser will provide advice to Policy Planning Monitoring and Evaluation director on health information system. Besides day to day advice, he/she will develop different HIS training manuals and standards, as well as provide direct ad-hoc strategic advice as required by the target beneficiaries.

The advice provided to the Director and case teams under the directorate directly linked with the information revolution transformation agenda and the HSTP strategic objectives. As such, the senior advisor will be working closely and coordinate activities with the team of other technical advisors in the directorate.

Scope

To provide high level advisory role to the Director of Policy planning, Monitoring and Evaluation on the implementation of information revolution with respect to improving data quality and enhancing information use for evidence-based decision making.

The incumbent will also provide high level technical support for regional health bureaus and lower levels as needed.

Specific deliverables include but not limited to:

  • Develop tools, technical documentation and training materials to improve routine health data management system;
  • Provide technical assistance to the MOH to implement, deploy, optimize, and/or use various health information systems interventions;
  • Design different HMIS data collection, reporting tools based on national standard;
  • Provide capacity building support and technical assistance on data quality and routine health management information
    system;
  • Introduce different global standards and tools for data quality and information use;
  • Facilitate engagement of all stakeholders and implementing partners to strengthen routine health information systems (HMIS, CHIS...);
  • Identify and implement appropriate, innovative, and sustainable strategies to address HIS gaps;
  • Build capacity for the institutionalization of data quality assurance tools, methods, and practices;
  • Develop standard integrated and HIS specific supportive supervisions checklist;
  • Develop dashboards, scorecards and other data visualization tools for DHIS2 and e-CHIS;
  • Facilitate collaboration within and among relevant Technical Working Groups formed by the FMoH for strengthening HMIS and CHIS
  • Conduct desk review on data quality using WHO DQR tool and produce report annually;
  • Develop Plan of action based on annual DQR assessment findings from EPHI and follow its implementation;
  • Assist in triangulation of HMIS data with survey data such as PMA/Ethiopia.
  • Assist in facilitating knowledge translation for informed decision making using both routine and Survey data sources

    Duration

  • One year, with annual contract renewal based on performance and availability of funding.

    Job Requirements

    Expected background and Experience

  • Master’s degree in Public Health, Health Informatics, Monitoring and evaluation or other related field relevant to the above duties.

    Educational background:

  • Advance university degree in Public health, Health informatics, biostatistics, monitoring and evaluation or related fields

    Experience background:

  • Minimum 5 years of progressive experience in health management systems, data visualization, analytics experience
  • DHIS 2, SPSS, EPI Info, Stata
  • Familiarity with the Ethiopian health sector planning, monitoring and evaluation of health programs
  • Proficiency in data analysis and report writing
  • Experience working with the federal ministry of health, regional health bureaus, and a strong understanding of Ethiopia’s health system.
  • Ability to promote team work
  • Fluency in English, good communication and negotiation skills;
