Job Summary

  • The Human Resources and Operations Management Department Head is directly responsible for the overall planning, organizing and controlling of the activities of the human resources and operations management department.

  • He/she is expected to ensure the proper implementation of the EKHCDEC HR and Operations Management policies and ensures compliance with the law and/or regulations as regards to human resources management, procurement and property administration.

    Major Duties and Responsibilities

    Human Resources Management

  • Plan, organize, direct and control the activities of the HROM department

  • Prepare annual HR training and development plan and budget requirement

  • Direct and manage the recruitment and selection process and train line managers in interviewing and assessment procedures

  • Prepare and maintain staff handbook on policies and procedures. Facilitate and conduct new staff orientation programs and conduct exit interviews

  • Supervise and manage the implementation of performance management systems, staff development and deliver performance management program that drive high performance culture

  • Assess staff training needs, develop, implement and monitor effectiveness of staff training programs

  • Link human resources key objectives and priorities to the EKHCDC strategic objectives and provide direction in the annual HR planning process

  • Advise senior management on potential HR risks regarding staff management issues in line with the local labor law

  • Study and propose best staff retention plans like regularly revising salary scale, offer better benefit packages and long term training opportunities

  • Develop systematic succession planning
    program for key positions

  • Develop a modern and efficient centralized HR data base system

  • Troubleshoot and resolve day to day matters, listen to complaints and grievances from staff and customers and follow-up the issues. Implement disciplinary measures.

    Operations Management

  • Ensure all procurement follows the organizational procurement procedures and all orders are made correctly with right authorization

  • Oversee the procurement analysis of all supplies/ services ensuring detailed procedure and selection process is clearly outlined within the analysis section

  • Oversee vehicles usage ensuring all drivers comply with the Commission vehicle usage policy and any accidents or damage are fully reported to HR and Operations Management department

  • Ensure the annual fixed assets inventory activities are conducted properly and on time, and the findings are reported in accordance with the Commission inventory policy and procedures

  • Manage all supplies for the organization, ensuring the property section is logging all incoming and outgoing supplies and discrepancies are investigated and reported

    Job Requirements

  • MA/MBA in management, business administration or public administration from recognized University with minimum of 7 years’ work experience (10 years’ for BA) in human resources management

  • Commitment to the EKHCDC’s Vision ,Mission and values

  • Excellent oral and written communication in English

  • Good interpersonal and team building skills.
