Job Purpose

  • The purpose of the job is to participate in the procurement processes to conduct the procurement of the right goods/services with the right price from the right place at the right time; update the procurement Division’s record keeping; assist in international procurements and bid document preparations; conduct periodic market surveys and produce periodic reports.

    Duties and Responsibilities

  • Assists in the development of draft annual plan of the division cascaded from the corporate strategic plan and develops individual annual performance plan;

  • Actively participates in the development and revision of policy, procedure, guidelines and standards of the Division;

  • Implements the ECX’s procurement procedure and the fundamental procurement principles of buying the right goods/services with the right price from the right place at the right time and carries out procurements as per the approved budget and procurement plan;

  • Ensures purchase requests are adequately informative and complete on receipt; advise requesting organs on specifications, prices, availability and other procurement matters as required; Proactively provide feedbacks for requesting organs on urgent Purchase Requisition’s as required;

  • Invites potential suppliers to bid
    or collect price quotations from approved list of supplier’s;

  • Performs bid analysis, prepare purchase orders, submit for approval and follow up the receiving process while inspecting the compliance of purchased items against the predefined specifications and/or samples before receiving;

  • Regularly updates the procurement database and report the status of all on going procurements on weekly basis to the procurement Manager;

  • Handles correspondences and communications of the Procurement Division;

  • Keeps track of SLAs for services and deliver all services and reports within agreed SLAs.

  • Actively participates in updating process of procurement document which include redesigning of forms; and develops and regularly updates ECX’s vendors list;

  • Prepares weekly, monthly, quarterly and annual activity reports of the Division and submit to the Procurement Division manager;

  • Performs other duties assigned by the immediate supervisor.

    Job Requirements

    Required Qualification and Experience

  • MBA\MA\MSc\BA\BSc in Procurement & Supplies Management/Business Administration or related field

  • 2/4 years relevant work experience in procurement, property, material management or related areas
