Services to Produce a Guide/manual on Community-based Training (Cbt)

Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and reregistered at Agency for Civil Society Organizations as Ethiopian Development Organization with Certificate no. 0321 under the Proc. No. 1113/2019.

ECDD is working with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs envisioning an Inclusive Ethiopia where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens.

ECDD is in partnership with Cheshire Services Ethiopia (CSE) with the support of Light for the World Netherlands and Lillian Fund is implementing a project entitled: EmployAble II: Inclusion of Youth with Disabilities into Wage and/or Self-employment through appropriate and relevant technical and soft skills training in Ethiopia.

The project has the following three result areas:

1. Result 1: TVET colleges, local polytechnics, and non-formal apprenticeship, and skills development centers in the target area deliver a scalable model of easily accessible, affordable and market-driven vocational and technical education were at least 70% of the youths with disabilities in that area benefit.

2. Result 2: Scalable evidence and best practice of TVET-to-work transition and employment support programs for youth with disabilities in the target area are developed and where 70% of that enrolled join and are in the wage or self-employment twelve months after the project ends.
3. Result 3: Evidence and best practices developed under result 1 and 2 are documented, analyzed and lessons learned are shared with DPOs and other strategic partners.

Further, policy briefs are developed for evidence-based advocacy by DPOs to influence national and local TVET and employment policies and increased recognition amongst communities of the value of skills development for youth with disabilities.

One of the planned activities under this project is to prepare and publish a Guide/Manual on Community Based Training (CBT) in English and Amharic.

The manual will be used as a standard guide for implementing Community Based Training (CBT). The manual will be distributed to partner organizations and any other interested stakeholders.

Scope of Work

The scope of the services required under this consultancy includes the following:

1. Review the current Community-Based Training(CBT) program being implemented at Borcha and Leku towns at SNNPR region.

2. Prepare
a Community Based Training(CBT) Manual (in English and Amharic version) that covers the following topics, among others:


  • Principles and modalities of inclusive Livelihood in the context of transforming vocational skills to youth with disabilities into the rural setting

  • Review of literature on practices of CBT program in international and national organizations

  • Concept of Community Based Training(CBT) program

  • Phases of Community Based Training(CBT)

  • Approaches to Community Based Training(CBT)

  • Methodologies and principles of Community Based Training(CBT)

  • Practical steps, methods, and strategies for facilitating Community Based Training(CBT) and self-employment

  • Practical steps, methods, and strategies for building the capacity of mastercraftsmen

  • Methods of identifying mastercraftsmen

  • Methods for identifying persons with disabilities

  • Methods of mainstreaming CBT activities under the local government system and other stakeholders

  • Strategies in promoting disability-specific skills training

  • Challenges in promoting disability-specific training

  • Methods of linking linkage Associations of Persons with Disabilities (DPOs) with Community Based Training(CBT)

  • Opportunities and benefits of engaging youth with disabilities in the CBT program

  • Challenges to implementation of CBT program

  • Major lessons from the pilot Community-Based Training(CBT)

  • Inclusive facilitation skills and techniques to implement Community Based Training(CBT)

    Job Requirements

    Eligibility Criteria for Applicants

    Interested firms or individuals are required to submit:

  • Evidence of previous work related to the subject of inclusive livelihood and community services

  • A Taxpayer Registration Number (TIN) for individuals, or a currently renewed Business License and Registration of Value Added Tax (VAT) Certificate for firms
  • A Technical Proposal (maximum 2 pages)

  • A Financial Budget (1 page)

    Time Frame

    1. The first draft of the manual shall be submitted to ECDD in hard and soft copies within 30 days after the signing of the agreement

    2. The final edited manual shall be delivered to ECDD in hard (3) and soft copies not later than 15 days after receipt of comments from ECDD on the first draft.

    Payment Terms

    1. The first installment of 20% of the total agreed fee upon the signing of the agreement.

    2. The final installment of 80% of the total agreed fee after the submission and acceptance of the final manual by ECDD.

    How to Apply

    Documents in hard copy must be submitted within 10 working days from the announcement date in a sealed envelope in person to the ECDD Office located behind Dreamliner Hotel, Meskel Flower Road.
