The Ethiopian Agricultural Transformation Agency (ATA) is a strategy and delivery oriented government agency created to help accelerate the growth and transformation of the country’s agriculture sector.

The ATA envisions that, by 2025, smallholder farmers are commercialized with greater incomes, inclusiveness, resilience and sustainability, contributing to Ethiopia’s achievement of middle-income country status.

The agency focuses on two primary national approaches to catalyze agricultural transformation.

First, we support the Ministry of Agriculture and Livestock Resources (MoALR), its affiliate institutions, and other partners to identify and address systemic bottlenecks within an Agricultural Transformation Agenda.

Second, we support Regional Governments to accelerate development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative.

Our major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, and designing and directly leading a number of implementation projects. Our headquarters are in Addis Ababa, and we have regional offices in Amhara, Oromia, SNNP, and Tigray regional offices, allowing us to work closely with a wide range of public, private and development sector partners across the country.

Position Summary:

The ATA is seeking to hire a Federal Market Data Expert (Project Officer II) who will be responsible for NMIS market data validation, processing and dissemination as well as storing qualitative information.

In terms of the data validation, he/she may also check the reliability and accuracy of market data transmitted by the enumerators in to the data center, carry out random market visits to to ensure regional data collection, encoding and transmission activities, work closely with IT service provider on skill up-grading training, to monitor the ongoing technical provided by IT service provider, checks the accuracy and reliability of processed/analyzed market data before disseminating to users.

The ideal candidate will therefore have significant experience in project management, coordination and implementation at rural community level, working with public and private sector stakeholders in the agriculture sector.

He/she will preferably have experience in agricultural marketing and market information, and ICT technologies, and possess a passion for improving the lives of smallholder farmers.

This position will officially report to the National market Information system project Team Lead. The position will be a 12-month contract, with possibility of extension.

Essential Duties:

  • Be responsible for the overall data validation, processing and dissemination, and provide required technical support to regional market data expert on data collection
    and encoding, and enumerator management and system promotion in the four regions.
  • Make a regular communication with regional NMIS market data expert to validate the quality of market data transmitted to the NMIS data center by enumerators
  • Regular checks the accuracy and reliability of market data processed/analyzed before dissemination
    Undertake a random market visits to ensure regional data collection, encoding and transmission activities in selected pilot markets with data checking and validating competencies
  • Controls solution based on the established specifications; coordinating production with programmers and validates results by testing programs or system modules.
  • Ensures operation by training system users; providing support and manage the service provider which gives the IT support and provides reference by writing documentation.
  • Collect and analyze regular users’ feedback on NMIS and regularly monitor the uptime and operability of the NMIS platform
  • Work closely with the project Team Leader to resolve technical issues and enhance system functionality, develop effective outreach to value chain actors to access and utilize the system
  • Build and maintain strong working relationships with the Ministry of Trade and Industry, Ministry of Agriculture, INSA, the Regional Bureau of Trade, Ethio Telecom, the Ministry of Communication and Information Technology and others relevant stakeholders
  • Accomplishes the system and project mission by completing related results as needed.
  • Ensure the Project is well-integrated with other ATA’s programs and projects and adopt the context to achieve synergies and outcomes that impact the broader agricultural system

    Job Requirements

  • Bachelors or Master’s Degree in Information Science, IT/ICT, Management Information System, Agriculture, Agribusiness, Marketing, or another relevant field
  • At least 6 years (if Master’s Degree) or 8 years (if Bachelor’s Degree) of relevant experience in managing information system projects, preferably in the agricultural / agribusiness sector, and of which at least 2 years’ experience in managing ICT projects and/or market Information System.
  • Understanding of Ethiopia’s agricultural system, with a broad perspective on how the entire system operates and how public, private and informal actors operate and interact within the system
  • Background and experience in agricultural marketing, ICT4Ag and ICT4D in particular is strongly preferred
  • Experience defining end-user requirements and designing appropriate solutions
  • Good understanding of and experience with coding (HTML, PHP, CSS, SASS, JavaScript, Python, Flask, Git), data visualization and GIS technologies, developing interactive maps
    Familiarity with data management platforms, including content management systems
    Experience with database and system design (technological or otherwise)
  • Specific knowledge and/or experience with: Advanced Excel and Access, SQL, PostgreSQL, PgSQL, Linux, PostGIS, MapBox, ArcGIS, QGIS, OpenDataKit, Formhub, Tableau, Drupalb
  • Ability to thrive in a fast-moving, start-up environment, with an emphasis on high-performance, teamwork, adaptive problem-solving, accountability and results
  • Ability to develop relationships with individuals from diverse backgrounds
  • Strong set of personal values including integrity, honesty and desire to be of service
  • Excellent oral and written communication skills in English, Amharic and preferably local language of the piloting regions.
