Background

The Ethiopian Agricultural Transformation Agency (ATA) is a strategy and delivery oriented government agency created to help accelerate the growth and transformation of the country’s agriculture sector.

Position summary:

Project Team Leader will work with FCA, MoA, BoAs, CPAs, various development partners, and other stakeholders to oversee and coordinate the implementation of the RuSACCO Capacity Building Project.


Essential Duties:

  • Work plan development: lead the development of detailed implementation plan for each region with clear activities, milestones and targets in close collaboration with critical regional stakeholders and development partners
  • Coordination: ensure alignment of different stakeholders and complementarity of project activities between each region so that RuSACCO road map is implemented uniformly
  • Administration: manage project resources (budget) and support technical experts who are currently overseeing the implementation of RuSACCO road map in each region
  • Resource mobilization: identify resource needs and develop concept notes/ proposals for mobilizing resources (funding, technical support, etc.) that are critical for implementing RUSACCO road map
  • Capacity building: identify capacity gaps at different levels and design support programs in collaboration with technical experts e.g. training programs, organization of workshops, etc.
  • Monitoring, learning and evaluation: lead tracking of project results and outputs in accordance with ATA’s overall MLE framework
  • Reporting: document and report project progress and associated risks to ATA’s leadership (program director) and external partners (FCA, MoA, BoAs, CPAs and development partners)
  • Support related projects: coordinate with external partners and ATA teams in implementing Input Credit through voucher system in selected woredas
  • Integration with related external projects/ program: liaise with external development partners and ensure effective integration of RUSACCO project with other related programs e.g. IVS, CBSP, AOSS, etc.
  • Ad hoc support: provide ad hoc support to RFS program and senior management team as required on issues relating to core organizational development, prioritization of interventions, problem solving,

    Major Duties and responsibilities

  • Supports the Director of the RFS Program who is responsible for the overall direction, values, culture and management of the Program
  • Apply agricultural finance knowledge, especially in SACCO sector in implementing RuSACCO Capacity Building project and supporting team members and stakeholders;
  • Lead the overall implementation of RuSACCO Capacity Building Project;
  • Design guidelines and policies for the change management of the RuSACCO CB project with regional stakeholders;
  • Oversee the work plan, procurement, trainings and payments related to the RuSACCO CB project implementation;
  • Persuade senior regional stakeholders to get a buy in for the implementation of the RuSACCO CB project by presenting the advantages of using this system;
  • Supervise and provide continuous support to officers of primary RuSACCOs, unions and relevant stakeholders implementing the system;
  • Handle change management issues that may arise in implementing the project through a technical working group represented by all the relevant regional bureaus;
  • Assists in the engagement of stakeholders across the financial sector and RFS system (government, business, civil society, universities, cooperatives, farmers’ organizations, farmers, donors, etc.) to identify and prioritize actions to improve’ access to finance along agricultural value chains engaging smallholder farmers
  • Works with stakeholders to design and implement high-priority interventions to improve smallholder farmers’ access to finance for agricultural input/output market system
  • Helps support stakeholders to mobilize needed financial, human or organizational resources for project execution
  • Aid in managing the performance of agricultural finance; setting key performance indicators,
    milestones and targets; engaging stakeholders to creatively solve problems and overcome obstacles in order to achieve desired results
  • Assists the Director in critically assessing capacity gaps hindering the effective implementation agricultural finance activities in RuSACCOs and developing approaches for improving capabilities as required
  • Leads and supports team members in identifying, structuring, and prioritizing problems, and developing and applying appropriate frameworks across rural finance projects;
  • oversee and coach project team members in identifying, structuring, and prioritizing problems, developing and applying appropriate frameworks and approaches, collecting data and high impact analysis and drawing out robust insights and recommendations;
  • Develop high-quality output with minimum errors and minimal guidance required; leads and supports team members to do the same
  • Manage own timelines and/or multiple work streams to meet deadlines with high-quality output; oversees team members through prioritizing and assigning work streams and tasks, overseeing stakeholder interaction, and regularly validating progress against deadlines
    Proactively identify major risks, issues, and potential opportunities affecting work stream or project delivery, and communicates to supervisor with solution options;
  • Identify all required resources, including budgetary, human resources and logistics, to ensure deliverables are properly executed; develops solution options, and communicates upward as required
  • Organize and lead regular communications and discussions with multiple project stakeholders; builds independent working relationships with up to higher-manager level stakeholders;
  • Demonstrate a strong understanding of cultural and political dimensions of stakeholder, their impact on recommendations, and how to address these; supports team members in identifying and addressing sensitivities;
  • Lead and support capability building for regional counterparts, Fellows and other partners, through training, ongoing coaching and support;

    Job Requirements

  • Educational qualifications: BSC/ MA/MSc degree in fields such as or Project Management, Business Administration, Agricultural Economics, Agricultural Business Management, Development Economics or other closely related fields
  • Professional qualifications: at least 8 years (MSc) and 10 years (BSC) of work experience in areas related to cooperative development, agricultural input and output marketing, small and medium enterprise (SME) development, value-chain development, and other related disciplines. The candidate should have worked 4-5 years assuming managerial positions.

    Other qualifications:

  • Understanding of Ethiopia’s agricultural system with a broad perspective on interactions between public, private and informal actors in the seed system
  • Deep knowledge of agricultural cooperative system across the country
  • Experience in project management, program design, performance management, stakeholder management, contract management, and MLE systems
  • Practical experience in developing and maintaining linkages between producers and markets
  • Ability to thrive in a fast-moving, start-up environment, with an emphasis on high-performance, teamwork and accountability
  • Excellent written and oral communication skills
  • Strong set of personal values including integrity, honesty and desire to be of service
    Fluency in Amharic and proficiency in English are essential. Knowledge of other Ethiopian languages desired.
