Background

The Ethiopian Agricultural Transformation Agency (ATA) is a strategy and delivery oriented government agency created to help accelerate the growth and transformation of the country’s agriculture sector.

The ATA envisions that, by 2025, smallholder farmers are commercialized with greater incomes, inclusiveness, resilience and sustainability, contributing to Ethiopia’s achievement of middle-income country status.

The agency focuses on two primary national approaches to catalyze agricultural transformation.

First, we support the Ministry of Agriculture and Livestock Resources (MoALR), its affiliate institutions, and other partners to identify and address systemic bottlenecks within an Agricultural Transformation Agenda.

Second, we support Regional Governments to accelerate development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative.

Our major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, and designing and directly leading a number of implementation projects.

Our headquarters are in Addis Ababa, and we have regional offices in Amhara, Oromia, SNNP, and Tigray regional offices, allowing us to work closely with a wide range of public, private and development sector partners across the country.

Purpose of the position

Under direct supervision of Director – Human Resources, the HR Manager manages the overall provision of Human Resource services, policies, procedures and programs: Plan, direct and coordinate human resource management functions in the organization to ensure maximize utilization of talent.

He/she manages employee’s recruitment and selection, benefit and compensation, employment contract, employee retention programs and employee-employer relation regulatory compliance.

Essential duties and responsibilities

  • Actively participate on the development and implementation of ATA’s HR strategy that aligns with the overall organizational strategy.
  • Ensure that policies and procedures are adhered and effectively implemented; review and develop HR policies and procedures adhering to the government employment low and support its implementation.
  • Working closely with the Senior Management and Leadership Team and individual employees, advising all in understanding and implementing HR policies & procedures and the Ethiopian Civil Service Law.
  • Create management and employees’
    awareness and advise all parties in interpreting and implementing HR policies & procedures and the Law.
  • Ensure legal compliance by monitoring the implementation of applicable human resource federal requirements; conducting investigations; maintaining records; representing the organization at hearings.
  • Develop and implement employee’s health and safety policy; conduct risk analysis and ensure that the minimum staff health and safety requirements are in place and maintained at HQ and Regional Offices.
  • Provide management support and advisory services on all HR matters and practices to employees, supervisors and senior management team both at HQ and Regional Offices.
  • Conduct market assessment on employees total reward program, update employees’ total reward system, propose for Senior Management decision and maintain competitive reward programs that enable the organization to retain and attract highly capable professionals.
  • Develop and maintain fair, transparent and competency based recruitment system that meets short term and long term organizational need.
  • Facilitate the development of HR planning process and ensure the recruitment and deployment of competent professionals in line with the plan and on timely manner.
  • Regularly review the ATA Talent Sourcing Strategy in order to ensure that potential applicants have access to the ATA employment opportunity and ATA receives sufficient number of qualified applicants.
  • Closely work with and support hiring managers to effectively and efficiently manage the recruitment and selection process hence deploy capable candidates on timely manner.
    Issue employment contract and ensure timely renewal.
  • In consultation with legal advisor, advise the Senior Management & Leadership Team and staff on the legal implications of HR related decisions.
  • Organize and utilize various forums in the organization in order to create awareness and ensure that all are getting updated information on human resource policy that guides supervisors and staff that requires adherence to and to act as per the organization culture.
  • Support and follow up employee requests/issues; timely address employees’ grievances, and implement disciplinary procedures.
  • Manage human resources information system, regularly update HR database and records through the ERP system.
  • Perform other duties as assigned by supervisor.

    Job Requirements

  • Master’s or B.A degree in Management, HR Management, or other relevant fields of study
  • At least six years with Masters or 8 years with BA of relevant experience in Human Resource management (out of which at least 4 years’ experience in management and leadership role)
  • Experience in prioritizing and sequencing operation activities
