The Electricity Regulatory Authority (ERA) is a Statutory Body established in accordance with the Electricity Act, 1999, Chapter 145 of the Laws of Uganda.

The Act empowers ERA to regulate the Generation, Transmission, Sale, Export, Import and Distribution of Electrical Energy in Uganda.

The Authority seeks to recruit a competent and well-motivated person to fill the vacant position of Manager, Registry and Information Services. The position is contractual, running for an initial Five (5) year period and subject
to renewal, upon satisfactory performance.


Responsibilities


  • Work with the Director Economic Regulation to craft Work plans for the Directorate that will inform the regulation process within ERA.
  • Undertake research on the performance of Licensed Electricity Companies and prospective Licensees to appreciate capacity issues within the Sector, gaps, and make projections about future needs for Electricity in the Economy.
  • Review reports on commercial performance of tariffs of Licensed companies to appreciate compliance to agreed performance targets with a view of projecting demand & supply needs for the future.
  • Mentor other staff in the Department of Economic Regulation in respect to appropriate research methodologies and standardized report writing.
  • Provide timely progress reports on review of the Sector planning to the Director Economic Regulation.
  • Undertake continuous benchmarking with other Electricity Regulators in the region, continent and the world to appreciate best practices in the Sector.
  • Liaise with the Statistician and Database Assistant to maintain an up to date database on the status of the Sector in the economy that highlights status, medium term needs and long term needs for the Sector.
  • Liaise with the Consumer Affairs Unit to create awareness about the status of the Electricity Sector.
  • Network with the Manager Pricing to realistically come up with appropriate Electricity Tariffs in the
    Sector.
  • Provide general economic information for the Sector Regulatory Planning.
  • Any other duties as may be reasonably assigned by the Supervisor or Management.


    Requirements


  • Master’s Degree in Quantitative Economics, Economics and Statistics from a recognized University.
  • Should be computer literate.
  • Should be proficient in Research Methodology.
  • Should be proficient in Economic Modelling relevant to the Electricity Sector.
  • Should have knowledge in Computer applications for Financial and Economic Analysis.
  • Should have strong research skills.
  • Should have a minimum of 5 years relevant working experience.
  • Should have good analytical skills.
  • Should have excellent report writing skills.
  • Post Graduate Training in Finance would be an added advantage.
  • Should have knowledge about Uganda’s Electricity Supply Industry.
  • Should be a team player.
  • Should be knowledgeable in the use of various research tools.
  • Should be 30 years and above.
