Job Summary

  • Regional/Cluster Technical Advisor will be part of ABRI Project Transition team seconded to ZHD/RHB, Maternal Child Health and Nutrition (MCHN) core process owner/Team.

  • S/he will be responsible to manage successful transition of ABRI project activities and provides strategic, technical and programmatic support to RHB/ZHD, WoHO and facilities in areas of FP/CAC programming.

    Duties and Responsibilities

    Technical Assistance to RHB, ZHD, WoHO and facilities

  • Build systems capacity of RHB, ZHD and WoHOs and the public health facilities to sustain and scale up the delivery of quality LARC/PM and CAC services

  • Build the capacity of existing RHB and ZHD, through skill transfer and provide hands-on support to RHB, ZHD, WoHOs and PHCUs to successfully graduate transition and sustain CC and CAC activities.

  • Lead transition of project-supported facilities that providing high-quality LARC/PM and CAC services) to MOH/RHBs as per agreed-upon transition standards.

  • Ensure consistent availability of competent and youth friendly providers in CC and CAC service delivery in all project supported public health facilities by initiated and strengthen in-service-training and integrated CC and CAC catchment-based clinical mentorship across project-supported sites.

  • Ensure uninterrupted and equitable availability of essential CC and CAC supplies and commodities in all of public health facilities by improving coordination and linkages between public health facilities and Ethiopian Pharmaceutical Supplies Agency (EPSA) hubs across the region.

  • Support RHBs/zones to cascade integrated refresher training (IRT) for health extension workers (HEWs), training of level IV HEWs on comprehensive FP, and ensure provision of LARCs at health post level.

  • Improve enabling environment for sustainable and unbiased provision of CC and CAC services health care providers at 100% of the transitioned facilities by undertaking value clarification and attitudinal transformation.

  • Assist service delivery sites in ensuring informed choice and voluntary decision-making process by providing training and technical assistance on counseling and interpersonal communication, including for postpartum, safe abortion and PAC clients; in appropriate integration of quality family planning and other RH services.

  • Provide technical expertise/guidance to ZHD/RHBs in the adaptation and implementation of policy/strategic, national guidelines, training packages and job aids and action plans including scaling up national initiatives/programs on FP (including PPFP), CAC (with focus on SAC), AYSRH, Maternal Health (and other SRH in the zone/region.

  • Support the RHB to design appropriate strategies to ensure increased domestic finance allocation for FP and CAC, including support for the implementation of Ethiopia’s health care financing strategy and facilitate for resource mobilization to strengthen health system

  • Identifying skill gaps and training needs of the team and create capacity within the RHB, ZHDs, District Health Offices and Health facilities to provide effective technical leadership on planning, implementation, monitoring and evaluation of FP/RH program.

  • Identify weakness/gaps within the health system and facilities; and develop a comprehensive capacity-building package to enhance the capacity of ZHD/RHB and structures below to improve the delivery/implementation of the Zonal/regional priority areas and to maintain sustainability.

  • Work with RHB and its stakeholders (such as Ministry of Science and Higher Education) to initiate and sustain CC and CAC service and referral linkages at Higher Education Institutions (HEIs).

  • Identify with other technical staff and counterparts lessons learned and potential best practices related to RH/FP, participate in the documentation and dissemination of best practices

    Partnership, Networking and Representation

  • Use all opportunities in the region to sensitize and advocate about the project to ensure ownership, enhance regional commitment and ensure sustainability.

  • Engaged with the regional/zonal RH forums to sensitize stakeholders and address ongoing operational challenges.

  • Collaborate with relevant other regional stakeholders for inclusion of strategies/activities to ensure consideration of underserved population (including youth and rural women)

  • Facilitates effective partnership with stakeholders engaged
    in FP/RH program, assist in coordination and support existing regional and zonal level FP/RH related platforms.

  • Coordinates and actively participates in regular FP/RH technical working groups, joint supervision and other relevant regional and Zonal level activities. Initiate revitalization of FP/RH taskforce and networks at regional /Zonal level.

  • Works collaboratively with RHBs, ZHDs, EPSA, health facilities, NGO partners, to enhance family planning commodity security including providing training, information and knowledge base and methodologies to regional counterparts, planners, policy makers, programme managers and service providers.

  • Planning, monitoring of execution of project activities and monitoring service quality

  • Provides technical support for the implementation and review of consolidated annual work plan on MHCN in particular to Family Planning /CAC, AYSRH services including the design and implementation of initiatives to scale up FP services and strengthening integration of Family Planning (FP), Adolescent and youth health services (AYHS) and Maternal Health (MH).

  • Develop Zonal/region specific plan for ABRI project transition, liaise and support ZHD/RHB to make sure that planned activities are included and harmonized with the RHB plan.

  • Together with RHB and EngenderHealth staffs, produces a regional costed implementation plan, with milestones, for family planning and support cascading at zonal, woreda and facility levels.

  • Monitor zonal/region specific performances against regional benchmarks including service data collection, entry to organizational DHIS database and analysis for a decision.

  • Ensure the proper implementation of project activities and monitor progress regularly with periodic supervision and review meetings in coordination with project implementing partners
    Prepare and submit quarterly, bi-annual and annual reports to the country office, regional health bureau and BOFED

  • Encourage good practice by promoting and championing the child protection policy and procedures and respond appropriately to disclosures or concerns which relate to the well-being of a child or vulnerable person.

  • Carry out other EngenderHealth assignments as may be required and as directed by the regional team leader, technical advisors and mangers at the country office.

    Job Requirements

    Education & Experience

  • First degree and above in public health, medicine and nursing with minimum of five (5) years’ experience.

  • At least 3 years’ experience in the design, implementation, and monitoring and evaluation of FP, CAC and other SRH programmes in Ethiopia. Commendable experience in SRH/FP service delivery and program coordination preferably in INGO.

  • Experience with and understanding of the low level Ministry of Health service delivery system.

  • Demonstrated technical expertise in SRH particularly in improving access to a range of FP options including LARC (Implants and IUCDs), permanent methods of FP and post-partum FP and CAC services.

  • Demonstrated experience to provide technical assistance on health systems strengthening for FMOH, RHBs or similar entities is highly required.

  • Demonstrated programmatic and technical experience in implementing in-service training, clinical mentoring and supportive supervision in the areas of FP/SRH.

    Skills and Abilities

  • In-depth knowledge and understanding of Ministry of Health structure and health service delivery including Ethiopian heath sector transformation plan (HSTP) and regional level policies, guidelines and standards on FP/RH.

  • Demonstrated leadership in working and collaborating with a wide range of partners including FMOH, RHBs, ZHDs, universities/teaching hospitals, and development partners.

  • Ability to interact with experts and collaborators across multiple disciplines, programme areas, and cultures. Exceptional interpersonal communication, teamwork, partnering, and consensus-building skills.

  • Excellent analytical and communication skills including written and oral communications in English.

  • Proven capacity to oversee development/implementation of work plans, monitoring and evaluation activities, and reports.

  • Demonstrable experience of working effectively safeguarding children and vulnerable populations.

  • Computer literate, with knowledge of Windows applications, including Excel spreadsheets.

  • Ability to travel up to 80 % of the time.
