EngenderHealth-Ethiopia would like to employee well qualified and experienced candidate as Program Officers for its Family Planning by Choice Program (FPbC) in Somali region at the Duty Station of Jigjiga.

Reports to : Regional Team Leader (RTL)

Job Summary:

The Program officer under the supervision of the Regional Team Leader will be responsible for providing management and technical assistance in day to day implementation of EngenderHealth supported program/projects particularly in the expansion of Comprehensive Contraceptive and other reproductive health services under FPbC project in Somali region.

The Program Officer will be primarily responsible for ensuring the achievement of specific project deliverables and targets in Demand Creation, Comprehensive Contraceptive (CC) and Comprehensive Abortion care (CAC) in his/her assigned geographic areas.

The officer is expected to carryout routine activity planning and implementation of filed level activities; coordinate and monitor/supervise timely implementation of program/project activities under his/her custody.

He/She will be responsible for organizing and facilitating trainings, conducting regular site visits, and provide technical assistance including coaching to health care providers working in public health facilities and partners.

Responsibilities:

  • Participate in the overall expansion of regional project/program and assist in coordinating assessments, project planning, trainings, review meetings and monitoring.
  • Provide over all assistance in the development of detail regional implementation annual, periodic plans and budgets specifically for FPbC project.
  • Assist service delivery sites in meeting quality standards by providing training, training follow-up visits, clear performance feedback and technical support as needed, particularly in the area of Family Planning (with focus on LAPM), Comprehensive Abortion care and other RH services.
  • Assist service delivery sites in ensuring informed choice and voluntary decision making process by providing training and technical assistance on counseling and interpersonal communication, including for postpartum, safe abortion and PAC clients; in appropriate integration of quality family planning and other RH services.
  • Provide assistance in introducing a range of quality improvement tools (Facility and community COPE, facilitative supervision, infection prevention, Quality Measurement Tool, etc) at supported health facilities and follow-up and provide additional assistance (if required) at facilities where COPE and other QI tools have been introduced.
  • Ensure the availability of equipment, supplies, commodities,
    medical guidelines, standards and job aids to support FP, CAC and other RH services particularly clinic based family planning and Safe Abortion Services according to MOH standards at all supported public health facilities.
  • Coordinate and lead demand creation and referral activities with partners at different levels.
  • Ensure the proper implementation of project activities and monitor progress regularly with periodic supervision and review meetings in coordination with project implementing partners.
  • Conduct regular site visits, in liaison with other partners, to monitor progress and quality to ensure high standards of FP, CAC and other RH services and effective use of all resources.
  • Assist in establishing/strengthening partnership and enhancing collaboration among local level stakeholders in the region.
  • Identify with other technical staff and counterparts lessons learned and potential best practices related to RH/FP, participate in the documentation and dissemination of best practices.
  • Keep abreast of best practices in relevant technical areas and disseminate knowledge to Project staff.
  • Assist in the preparation of quarterly, bi-annual and annual reports to the country office, regional health bureau and BOFED.
  • Carry out other EngenderHealth assignments as may be required and as directed by the Regional Team Leader, Technical Advisors and Mangers at the country office.
  • Encourage good practice by promoting and championing the child protection policy and procedures and respond appropriately to disclosures or concerns which relate to the well-being of a child or vulnerable person.
  • Travel up to 80% of the time and support other regions as needed.

    Job Requirements

    Education & Experience

  • First Degree in public Health and Nursing with minimum of five years’ experience or Diploma in Midwifery/Nursing/related with minimum of 8 years experience.
  • Commendable experience in SRH/FP service delivery and program coordination preferably in NGO.
  • Demonstrated technical expertise in SRH particularly with training and experience in the provision of long-acting and permanent methods and abortion care service.
  • Experience with and understanding of the low level Ministry of Health service delivery system.
  • Demonstrated experience to effectively provide technical assistance and competency-based training to counterparts in RH/FP services at all levels of the system.
  • Exceptional interpersonal communication, teamwork, partnering, and consensus-building skills.
  • Knowledge of the local language and culture is advantageous
  • Demonstrable experience of working effectively safeguarding children and vulnerable populations.
