EngenderHealth seeks applications from well qualified and experienced candidate to serve as Finance Officer for our new Family Planning by Choice Programme at the duty station of Jigjiga.

The programme is part of a partnership between DFID and Ethiopian FMoH, and aims to provide Technical Assistance to the FMoH and RHBs to improve quality, equity, choice and financing for comprehensive family planning and safe abortion services in Ethiopia.

Position: Finance Officer

Reports to: Administratively to Regional Team Leader and functionally to Finance Manager

Duty Station: Jigjiga

Job Summary:

The Finance Officer will have overall responsibility in facilitating financial activities of the programme, which requires extensive accounting experience, knowledge and understanding of agency policies, practices and the unit’s goals in a team work environment. S/he will also review field financial reports.

Duties and Responsibilities:

  • Ensure that donor financial regulations and local government requirements are strictly adhered to in the day to day activity of the unit.
  • Ensure the integrity of the organization’s financial and accounting systems at all times.
  • Make sure that all financial transactions are carried out and recorded in accordance with standard financial procedures.
  • Posting the data input in to the accounting system
  • Prepares journal entries and reconciles general ledger and subsidiary accounts.
  • Ensure that supporting documents/signatures are valid
  • Prepare cheques/payment orders and ensure that they are properly delivered
  • Prepare monthly payment of taxes, pension and provident funds
  • Tracking of advance balances, travel advances and expense report submissions
  • Review financial reports and documents received from regions for accuracy and completeness, communicate, and follow up on corrective actions taken on the feedbacks to Regional FAOs.
  • Assist in the preparation of monthly financial statements
  • Handle per-diem and other workshop/training related payments
  • Assist in the coordination of internal and external audits
  • Keep custody of petty cash and maintain cash register book
  • Prepare petty cash payment voucher, obtain approval, and effect payment.
  • Monitor Urban & Technical team actual expenditure versus budget
  • Assist in facilitating banking transactions
  • Assist in the preparation of
    monthly financial statements including monthly revenue and expenditures reports.
  • Assist on preparation of Pipeline Analysis update received from Home Office & reconcile with in country records.
  • Maintain stock cards and reconcile stock card against bin card and reports on the possible variances and possible actions.
  • Responsible to keep custody of active checkbooks and cash.
  • Ensures financial documents/accounting records are at all times complete, up to date, orderly, well-kept and readily available for reference when required.
  • Serve as focal finance person for the Urban Program as assigned by the supervisor.
  • As required, he/she replace field office finance and admin officer for a short term period;
  • Assists in empowering and enabling staff in all financial activities and systems,
  • Assist in the orientation of new staff on EH finance system
  • Provide support to the office in all other financial matters
  • Any other related assignment as assigned by supervisors.

    Job Requirements

    Education, experience & certifications:

  • BA degree in Accounting, Business Administration, Management, or related field from a recognized university or professional institution.
  • Minimum of (4) four years and experience with NGO’s.
  • Auditing experience.

    Knowledge, skills and abilities:

  • Good knowledge of ledger entries in Quick-books or Peach-tree software is mandatory.
  • Excellent verbal and interpersonal skills.
  • Excellent verbal and written communication skills in English.
  • Ability to work diplomatically across different cultures and adapt to collaborative/team work environment.
  • Ability to work under minimum supervision
  • Ability to adapt to changing work schedules
  • Ability to plan, organize, prioritize activities and to work under pressure
  • Need to be honest, dependable, discrete, disciplined, with integrity, energetic.
  • Ability to give attention to detail and have enthusiastic approach to work
  • Willingness to travel to field offices
  • Experience and knowledge with DFID funding is an added value
  • Demonstrable experience of working effectively safeguarding children and vulnerable populations.
  • Knowledge of local language is an asset
