Position Description

  • EnCompass seeks Senior Qualitative Expert candidates for an anticipated United States Agency for International Development (USAID) evaluation, learning and monitoring initiative (ELMI) for Somalia.

  • Based in Nairobi, this anticipated 5 year project will provide USAID/Somalia with a central platform for the procurement of support services that will strengthen, support, and facilitate USAID’s capacity for utilizing MEL approaches that will improve development outcomes and strengthen the capacity of USAID/Somalia’s strategic partners.

  • It is also anticipated that this project will seek to improve USAID’s ability to monitor and track the performance of their in-country portfolio, along with the Mission’s ability to collaborate, learn, and adapt (CLA) across this portfolio.

  • The program will also provide support to USAID/Somalia and implementing partners on performance monitoring, data verification, evaluations, organizational learning and capacity building, and knowledge management

  • The position will be full-time and be based in Nairobi with travel expected across Somalia.

    Position Duties and Responsibilities

  • The Senior Qualitative Expert will manage the development, collection, analysis and presentation of qualitative information.

  • He/she will ensure qualitative data collection and analysis is a significant part of the MV&R process.

  • It is expected that this individual would travel frequently to Somalia to directly interact with project beneficiaries through key informant interviews, focus groups, etc.

  • This individual may be asked to conduct ad hoc site visits or plan for and conduct ad hoc qualitative research by USAID.

    Essential Functions include:

  • Provide technical leadership and oversight in drafting the qualitative sections of the MV&R reports for each round

  • Develop (in consultation with USAID) tools and protocols to capture relevant qualitative data, which will yield rich qualitative information across each activity

  • Orient USAID staff/field staff/subcontractors on the new/revised qualitative data collection tools, and protocols

  • Review, analyze, and synthesize qualitative data to ensure logical inferences and conclusions are drawn from the findings

  • Triangulate MV&R findings with routine program and evaluation data to provide further insight into program effectiveness and identify opportunities for learning

  • Generate and disseminate synthesized reports and presentations that are tailored to the intended audience

    Position Requirements

    Qualifications

  • At least 5 years of overseas experience in international development conducting qualitative research.

  • A bachelor’s degree in the field of evaluation, international development or a related technical field.

    Experience and Skills

  • Prior experience in a high threat environment
    Technical proficiency in at least one of the following fields: democracy and governance, economic growth, education, and stabilization

  • Strong communication and presentation skills, including an ability to synthesize and explain complex information to stakeholders.

  • Experience designing and implementing various types of mixed-methods evaluations (impact, performance, meta, etc.), analyses, and assessments an asset

  • Significant data analysis skills including command of statistics, sampling methodologies, statistical analysis software, and data validation techniques

  • Extensive experience drafting and finalizing evaluation reports

  • Experience managing complex relationships with a variety of stakeholders

  • Strong familiarity with USAID’s Evaluation Policy and CLA practices

  • Ability to work with host-country governments at different levels

  • Familiarity with innovative approaches/methodologies, including virtual data collection techniques and best practices, an asset

  • Previous work experience in Somalia required

  • Familiarity with USAID/Somalia Mission is preferred

  • Superior skills in written and verbal English required

  • Somali language proficiency required
