Position Description

EnCompass LLC is currently seeking a Chief of Party candidate for an anticipated USAID-funded Mission Program Cycle Support (MPCS) opportunity for USAID/Kenya and East Africa (KEA).

The USAID/KEA MPCS activity will provide USAID staff, implementing partners and local stakeholders with support in designing and implementing quantitative and qualitative evaluation studies and assessments across multiple sectors.

This may also include knowledge management support, developing/delivering evaluation and assessment trainings, and capacity building of local monitoring and evaluation (M&E) specialists.

It is anticipated that Somalia will also be a key recipient of support for this activity. The broader East African region - including but not limited to Burundi, Democratic Republic of Congo, Djibouti, Ethiopia, Rwanda, South Sudan, Sudan, Tanzania, and Uganda – may also be recipients of technical assistance under this award.

The position is expected to be based in East Africa, preferably Nairobi, Kenya.

Position Duties and Responsibilities

  • The COP will lead all MPCS project planning, implementation, and evaluation as well as lead coordination with the Mission COR and other staff.
  • The COP will be accountable for the quality and timeliness of all deliverables under the mechanism.
  • The COP will also provide leadership in planning and conducting performance and impact evaluations, sector assessments, baseline assessments, evaluation designs and methodology, research and analysis, performance monitoring and evaluation capacity building, and collaborating, learning, and adapting.
  • S/he will also provide leadership in and management of evaluation capacity building activities, and synthesizing evaluation lessons.
  • S/he will maintain oversight of all project staff, and report to an EnCompass senior official at our headquarter office in Rockville, Maryland.
  • S/he will also serve as the primary liaison to USAID Mission staff.

    Position Requirements
    Qualifications
  • Advanced degree in management, organizational development, international development, economics, statistics, or a related field is strongly preferred. Ph.D. desired but not required.
  • At least 10 years of experience on projects supporting performance monitoring, evaluation, and/or data use for decision-making, preferably for USAID/USG awards

    Experience and Skills
  • Demonstrated expertise in
    the application of relevant qualitative and quantitative methods
  • Experience building monitoring, evaluation and learning capacities of staff, preferably governmental staff, implementing partners, and their counterparts highly preferred
  • Prior experience as a manager of teams, project director, or COP working on complex donor-funded activities required, preferably over a large geographic area
  • Capable of high-level analyses and supporting Mission senior management in broad-gauged and big picture planning
  • Knowledge of the Collaborating, Learning, and Adapting (CLA) Framework desired.
  • Prior experience in Kenya and/or the region required; experience working in/with Somalia extremely valuable
  • Strong communication, supervision, and management skills required
  • Though not required, preference may be given to native Kenyans or those native to a country within the region
  • Fluency in written and spoken English required; fluency and/or familiarity with Swahili and/or other regional languages greatly valued
