The USAID Regional Health Integration to Enhance Services- North Acholi supports the 8 districts of Acholi sub region to develop capacity of Districts through proven best practices across priority services of integrated HIV care and Treatment, TB, Malaria, MNCH, RHFP, Nutrition and WASH.

Currently in Uganda, 18 women die every day due to pregnancy-related complications, with over 90% occurring around child birth. Direct causes of death include hemorrhage, obstructed labor, sepsis and hypertensive disorders of pregnancy.

Other indirect causes include: Malaria, Anemia, HIV/AIDS and associated complications.

With regard to newborn health, Uganda’s neonatal mortality rate has remained relatively static at 27 per 1,000 live births, which represents nearly one half of all deaths in the first year of life (56 deaths per 1,000 live births).

With the under-five mortality rate standing at 90 deaths per 1,000 live births WHO (2016).

While good antenatal care can prevent up to one quarter of maternal deaths, presently only 48% of pregnant women in Uganda ( and Acholi region) receive the recommended minimum of four ante-natal care visits, with only 23% having timely ANC in first trimester.

Even where mothers have attended ANCs, the quality of ANC remains a challenge with many health workers unable to detect and manage complications around childbirth.

The deficiency in the quality of care relates to limited skills of health workers to provide life-saving care in case of maternal and newborn emergencies.

Main Objective:

  • To improve capacity of health workers on providing Basic Emergency Obstetric Care, care for the newborn and Post-Partum FP in Acholi region.

    Consultancy objectives:
  • To train frontline health workers on provision of basic 8 signal functions of EMONC services in the RHITES-North supported health facilities in Northern Uganda.
  • To offer practical skills mentorship on management of obstetric and
    newborn complications and PP-IUD services in the RHITES-North supported health facilities in Northern Uganda.
  • Review MPDSR tools, functionality of MPDSR committees and offer tailored mentorship on use of MPDSR and BABIES Matrix at 6 Hospitals

    Specific tasks:
  • Conduct six (6), 5-day training of BEmONC district health workers in maternal, newborn care and resuscitation.
  • Supervise hands-on skills placement on BEmONC and PPIUD.
  • This activity will be managed by two teams of 6 professional trainers (One obstetrician, One Pediatrician/neonatologist, one Senior midwife in each team).
  • Trainers must be registered with Association of Gynecologists of Uganda (AOGU), Uganda Pediatrics Association (UPA) and Uganda Nurses and Midwives Council professional bodies

    Reports required:
  • Activity reports (Training reports, Mentorship reports) with promising changes and interventions;
  • Any other site-specific reports as determined by supervisor

    Deliverables:
  • Training reports on 200 health workers trained in 6 groups (6 training reports), each containing names, addresses, pretraining and post-training results
  • A database of the trained health workers
  • Training materials updated and approved, including pretest and post test administered to evaluate the participants knowledge, skills and Competence in BEmONC
  • District-specific and facility-specific action plans developed for immediate implementation
    Mentorship tools, plan and report
  • Capacity building reports on MPDSR and PP-IUD
