Job Description

“Stemming Irregular Migration in Central and Northern Ethiopia - SINCE” Project Funded by the European Union and managed by the Italian Ministry of Foreign Affairs and International Cooperation Delegation Agreement No. T05-EUTF-HOA-ET-02

The Embassy of Italy in Addis Ababa needs to recruit a Communication and Visibility Assistant in the framework of the Programme “Stemming Irregular Migration in Northern and Central Ethiopia - SINCE” (hereafter referred to as “the Programme”), financed by the European Union Trust Fund for Africa and managed by the Italian Ministry of Foreign Affairs and International Cooperation, through the Embassy of Italy in Ethiopia (hereafter referred to as “the Employer”).

Programme Description

The Programme falls within the first priority domain of the Valletta Action Plan, namely 'Development benefits of migration and addressing root causes of irregular migration and forced displacement’ – Investing in development and poverty eradication, specifically to boost socio-economic opportunities.

The aim of the Programme is to create greater economic and employment opportunities especially for young people and women with a focus on rural towns and urban areas, particularly Addis Ababa, in the most migration-prone regions (Amhara, Tigray, Oromia, SNNPR) of Ethiopia. The target of the Programme is migrants, potential migrants and returnees.

Key Functions

The Communication and Visibility Assistant will support the Programme team in the implementation of all the communication activities aimed at increasing the outreach and the visibility of the Programme.

He/she will report to the Communication and Visibility Officer and the Programme Coordinator and is responsible for providing high level services to the Programme team. Under the supervision of the Programme Communication and Visibility Officer and/or the Programme Coordinator he/she will:

  • Contribute to the implementation of an effective and targeted communication plan of the Programme;
  • Draft and produce various communication tools (e.g. booklets, brochures, audio-visual products, etc…);
  • Draft articles, press releases, newsletters, interviews, informative material and any other required document or presentation for media and social media usage;
  • Provide support in the organization of events, conferences, high-level visits, partner workshops, discussions and roundtables, briefing sessions and interviews;
  • Provide support in the maintenance of the visibility material (storage, description, cataloging) of Programme related products and activities;
  • Assist and join in monitoring field missions, visits and meetings with Programme stakeholders;
  • Provide support in the review of responsiveness of communications outputs;
  • Provide support in the regular Programme activity reporting as required;
  • Liaise with local and international media to ensure constant collaboration and coverage of the Programme and all the related events;
  • Collect information on the Programme and produce stories and report on the Programme life and activities.

    Contract Type and Duration

    The employment contract will be for a “definite piece of work” (according to the Ethiopian law) and will last until the end of the specific work of the Employee in the project, foreseen for the end of September 2020.

    The contract will start soon after the conclusion of the selection process, indicatively the 1st of October 2019.

    Duty Station

    Addis Abeba, with expected travels to all Programme implementation areas.

    Working Timetable

    The office working hours for the Programme staff are 8 hours per day and 40 hours per week.

    The office working time is flexible according to the needs and demands of the Employer and subject to approval by the Project Coordinator. Tentative working hours are as follow: Monday to Friday, from 08:30 to 13:00 and from 14:00 to 17:30

    Remuneration

    The monthly salary will be calculated based on the candidate experience. The amount will in any case range from EUR 600 to EUR 800 gross per month.

    Qualifications, Skills and Relevant Experiences

    Essential requirements

    All applicants should have a proven record of the following:

  • University Degree (bachelor’s degree/first
    level) and at least 2 years of professional experience as communication officer, preferably with activities of marketing, media/public relations, event organization, information management or a mix of similar roles;
  • As alternative to the above mentioned requirement, the candidate can also have a high school diploma with at least 5 years progressive professional experience in the communication sector (marketing, communication for development, public relations, journalism);
  • Ethiopian Nationals or Foreign nationals with Ethiopian origin ID Card;
  • Proficient command of written and spoken English and Amharic (C1 European levels) is compulsory;
  • High level of computer literacy and demonstrable ability to work with relevant software (like MS Office packages and MS Publisher, Photoshop, etc…) and internet browsing;
  • Excellent command of social media accounts and relevant tools;
  • Excellent communication and interpersonal skills;
  • Excellent organizational and high sense of prioritization and deadline compliance skills with proven ability to deliver with tight timelines;
  • Proven ability to deal with discretion with confidential and sensitive dossiers and situations.

    Desirable requirements

  • Italian language and other Ethiopian languages knowledge is considered as an advantage;
  • Problem solving competencies, efficient and accurate in details;
  • Interest to work in an intercultural environment and ability to maintain discretion and composure;
  • Be welcoming, flexible and able to work in a team.

    Evaluation of Applications

    All the candidates will be evaluated on the basis of the following criteria:

  • qualifications, skills and relevant experience based on the documents listed in the following paragraph 9 (maximum 40 points).
  • A short list of maximum 10 candidates will be evaluated on the following criteria with a written exam:

  • above mentioned written languages, communication and essaying capacities, computer skills, social media and internet browsing (maximum 30 points).
  • The candidates who totalize at least 60 points in the two above mentioned selection steps will be invited for an oral interview which will make up to the remaining 30 points.

    The oral interview will verify the spoken communication and other required abilities. The oral test will be conducted in Amharic and English, furthermore will test any additional language specified in the application form.

    Exclusion From Selection Procedures
