Job Summary:

  • The QI Advisor will work as a key member of the strategic information and evaluation and provide technical leadership to the facility, district and local partners in institutionalizing EGPAF's quality improvement plan and the national OI framework.

  • Working closely with other team leaders of the other technical areas such as MNCH, Nutrition, Family Planning, HIV/AIDS prevention, care and treatment, TB and TB/HIV the incumbent will work towards coordinated and efficient efforts in designing, implementing, monitoring the quality improvement activities.

  • The OI Advisor will also support program evaluation and "optimization" initiatives, as part of EGPAF‘s standard Program Optimization Approach priorities and work plan.

  • The ideal candidate for this position is a person having strong communication and project management skills as well as program implementation, data summary and presentation skills in order to ensure that OI remains a dominant theme in EGPAF technical assistance, and continues to strengthen EGPAF-supported program results.

  • In addition, the candidate is expected to develop a strong understanding of EGPAF program goals, indicators, and implementation strategies for all EGPAF program areas, and engage as a senior member of the EGPAF technical team. .

    Core Duties and Responsibilities:

    • ln collaboration with MOH and other relevant USG partners. build the capacity of local partner project, district health managers and health care workers in quality improvement for HIV/AIDS and TB care and treatment

    • Provide technical leadership, assistance and capacity building for institutionalizing the use of methods in line with the Health Sector of framework and strategic plan

    • Collaborate with SI&E and technical leads in developing OI tools, indicators, SOPs, and training curricula.

    • Organizes and carries out coaching and mentoring visits to sites and district quality improvement teams and provide quality improvement technical assistance to the teams to analyze their processes, develop, test and implement changes to improve quality of care of beneficiaries

    • Working with the broader SI&E and technical areas specific needs work towards ensuring that the Foundation Uganda office attains the minimum SI&E standards that includes the integration of Oi into M&E and program implementation

    • Support local implementing partners, district to design, implement monitor and document results from quality improvement interventions for Hl\//AIDS and TB/HIV program

    • Support the facilities and districts to generate reports on Oi work to MOH on scheduled intervals

    • Support the project technical and facility COI teams in collection, storage. analysis and use of data generated from various improvement projects

    • Work with the in country and EBFPAF H0 Sl&E team to maintain and update the online Oi database

    • Lead the documentation of OI best practices, change packages, success stories and lessons learned from 0| activities

    • Provide technical leadership and coordination of facility quality of care assessment, client satisfaction surveys in line with MOH guidelines

    • Develop, implement and track monthly, quarterly and annual QI plan and budgets in collaboration with the technical area advisors

    • Coordinate the date collection, analysis and dissemination
    on root cause analysis in collaboration with the technical leads. Facilitate the designing of interventions to track and monitor progress of changes being tested for improvement

    • Contribute monthly, quarterly, semi—annual and annual progress reports to donors

    • Work with technical area specific advisers and local partner staff to analyze, review and institute remedial actions for improves program performance and quality of service delivery using a variety of data sources, including but not limited to QI.

    • Prepare and present routine QI reports, and utilize QI data through dashboards. Oversee development and use of QI dashboards to visualize QI performance, and support documentation of QI activities and outcomes.

    • Work with EGPAF H0 staff to ensure proper employment of OI initiatives at country level, and use of standard data systems that facilitate sharing of QI data and tested changes with other countries.

    • Work with relevant staff to coordinate regular feedback to and information exchange with all stakeholders, including local partners, to share experiences in order to improve quality in EGPAF‘s program.

    • Serve as primary EGPAF liaison with the Ministry of Health and any other implementing partners playing a role in OI policy nationally or implementation in EGPAF—supported region.

    Required Qualifications and Job Experience:

    • A Bachelor’s degree in Medicine and Surgery, BS0. Nursing

    • Master’s degree in Public Health, Clinical Epidemiology and Biostatics, Demography/Population studies a requirement

    • Relevant training in quality assurance/quality improvement of health services

    • At least 5 years of progressive experience in implementing OI, providing technical assistance to project, sub—grantee/partner, district and health facility based quality improvement teams

    • Up—to—date knowledge of technical guidelines and best practices in primary HIV prevention care and treatment, TB/HIV, MNCH, Nutrition integration, Reproductive Health. Family Planning, Malaria Prevention, diagnostic and ' treatment.

    • Excellent data analysis, visualization skills and ability to think concisely, critically as well as distill information to lay audience.

    Knowledge, Skills and Abilities Required:

    • Ability to work in a team (good team player)

    • Excellent training and mentorship/ coaching skills and experience in coordinating large scale capacity building initiatives.

    • Strong interpersonal, oral and written communication skills including the development of reports

    • Proven ability to conceptualize, innovate and execute ideas and transfer knowledge to lay audience and frontline health care workers

    • Proven ability to coordinate activities of different Stakeholders/ partner at regional and national level

    • Demonstrates adaptability and flexibility in all aspects of Working
