Job Summary

  • The Associate Compliance & Internal Review Officer (Associate CIR Officer) will support the Senior Compliance & Internal Review Officer (Senior CIR Officer) to assess and enhance the compliance of the country office with Foundation’s policies, country-specific policies and procedures, donor rules and regulations, and host country laws.

  • The individual will identify compliance gaps, analyze the causes of gaps, and work with staff and management to build capacity, enhance general awareness of compliance issues, and assist with the development of action plans that address gaps and strengthen internal controls, systems, and procedures in an efficient manner.

  • S/He will support the Senior CIR Officer to evaluate EGPAF Uganda’s compliance using a risk-based approach across the full range of administrative/operational services, such as contracting/procuring, granting, accounting, budgeting, information technology, administration, human resources, and general office operations.

    Core Duties and Responsibilities

  • Stays abreast of donor policies, procedures, rules and regulations and host country legal requirements and informs local and regional management of significant changes.

  • Assists the Senior CIR Officer to review and ensure compliance with all local legal requirements including registration, taxes, and local labour laws.

  • Using the Foundation’s Country Office Compliance Assessment Tool, staff interviews, document reviews, and other techniques, support the Senior CIR Officer to conduct annual risk assessments for EGPAF Uganda’s program
    Identifies potential areas of compliance vulnerability and risk; assists with the development of corrective action plans for the resolution of problematic issues; and provides general guidance on how to avoid or deal with similar issues in the future.

  • Assesses proper functioning of systems, internal controls, and procedures.

  • Provides written reports of findings and recommendations of all compliance reviews and ensures the follow up and resolution of agreed upon courses of action.

  • Supports the Senior CIR Officer to develop an effective compliance-training program, including appropriate introductory training for new employees as well as ongoing training for all employees and managers.

  • Assists with improving the awareness and understanding of compliance to assist Country Leadership
    Teams with the establishment of a “culture of compliance” in each office.

  • Makes recommendations to line manager to add or modify existing Foundation systems, policies, and procedures to increase compliance in an efficient manner.

  • Assists with reviewing draft and final audit reports of Country Office prepared by auditors and provides input/perspective to management officials who are responding to audits.

  • Ensures systems are in place to ensure proper reporting of violations or potential violations to appropriate individuals – champions and provides training on the Foundation’s Whistleblower policy.

  • Other duties as assigned.

    Required Qualifications, Knowledge, Skills and Abilities:

  • Bachelor’s degree in relevant field of study (such as accounting or business management or related field)

  • Minimum 2 years’ experience in one or more of the following areas: grants management, contract management, finance, and accounting.
    Previous auditing and training experience are highly desirable.

  • Experience with managing USG funding is required; experience with managing other major international donor funds and working with an international non-profit/non-governmental organization (NGO) preferred.

  • Ability to be self-directed and self-motivated and a team player.

  • Excellent organizational skills and detail-oriented.

  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.

  • Strong computer skills – adept at spreadsheet, internet, word processing, and email software.

  • Ability to think logically and apply laws/regulations and Foundation’s policies and procedures in a variety of situations.

  • Ability to edit and write clearly and concisely in a business environment
