Eldoret Water and Sanitation Company Limited Manager - Strategy, Planning & Performance Management Jobs in Kenya;The Manager will coordinate the organization’s strategic planning, business planning, performance management, monitoring, and evaluation functions.
The role ensures strategic objectives are translated into measurable departmental and individual performance targets, effectively implemented, monitored, and evaluated to achieve sustainable organizational performance.
Key Responsibilities & Duties
Coordinate development, implementation, and review of the Strategic Plan
Translate strategic objectives into annual business plans, departmental work plans, and measurable performance targets
Develop and implement the Annual Performance Contract and related instruments
Maintain an effective organizational performance management framework
Consolidate and monitor departmental/divisional performance targets
Track implementation of strategic initiatives, programmes, and projects against plans, budgets, timelines, and KPIs
Develop and maintain a comprehensive KPI framework
Coordinate quarterly, half‑yearly, and annual performance reviews; prepare reports for management and Board
Conduct performance gap analysis and recommend corrective measures
Monitor and evaluate strategic programmes, projects, and initiatives
Support evidence‑based strategies and interventions to improve performance
Undertake environmental scanning, benchmarking, and industry/regulatory analysis
Conduct strategic research and provide timely information for decision‑making
Coordinate departmental planning, target setting, and performance review processes
Support development of annual budget ensuring alignment with strategic priorities
Monitor linkage between strategy, budget, work plans, KPIs, and outcomes
Prepare management dashboards and performance scorecards
Provide technical support in developing measurable performance indicators
Coordinate customer, stakeholder, and organizational performance surveys
Develop and implement resource mobilization strategies; prepare funding proposals and manage donor/government relations
Develop and implement risk management policy and framework; ensure operational risk registers and advise on mitigation
Implement performance improvement initiatives across the organization
Support organizational change, innovation, and continuous improvement
Ensure documentation and maintenance of strategic planning and performance records
Prepare reports, presentations, and briefs on strategy and performance
Mentor, coach, and develop staff within the Strategy, Planning & Performance Management
function
Ensure compliance with laws, regulations, directives, and organizational policies relating to planning and performance management
Academic & Professional Qualifications
Bachelor’s degree in Strategic Management, Business Administration, Economics, Finance, Commerce, Statistics, Planning, Development Studies, or related field
Master’s degree in Strategic Management, Business Administration, Economics, Finance, Planning, Monitoring & Evaluation, or related field
Minimum of 12 years’ relevant experience, 5 at senior management level
Management course lasting not less than four (4) weeks
Professional qualifications in a relevant field an added advantage
Membership in a relevant professional body (where applicable)
Demonstrable knowledge of strategic planning, performance management, monitoring, and evaluation
