EGPAF NGO Project Officer - HTS Jobs in Kenya

Reporting to the County Service Delivery Advisor, the HTS Program Officer will provide technical oversight, coordination and capacity building for implementation of the project’s strategies with the aim of enhancing identification of HIV positive children, adolescents, pregnant women and adults; effective linkage of the HIV infected persons and support for initiation and retention to care and treatment services as per national guidelines.


Key Responsibilities

  • Provide technical support and quality assurance to the project, including for activities that mobilize stakeholders to support HIV testing services for children, empower adolescents to seek HIV testing services and for support of quality HIV testing and treatment services for children, adults, adolescents and pregnant women
  • Identify capacity gaps in line with EGPAFs deliverables and conduct capacity building of service providers and managers through trainings, orientation, mentorship and supportive supervision for quality service delivery
  • Support strategies to strengthen linkage, adherence and retention of the pediatrics, adolescents, adults and PMTCT mothers.
  • Observe critical collaborative relationships required for EGPAF and other project stakeholders including County and Sub-Counties health teams, health care workers, and other implementing partners.
  • Manage development of annual, quarterly and monthly work plans; monitor and report on progress towards EGPAF milestones on regular basis and document lessons learnt
  • Ensure compliance with EGPAF policies, funder rules and regulations and MOH policies, guidelines and SOPs
  • Ensure presence and effective use of guidelines, SOPs, relevant commodities and data tools in the facilities
  • Support facilities for effective documentation, data quality and use of data for decision making

    Required qualifications

  • iploma in Nursing, Public health Community health or a Social / health related field
  • At least 3 years’
    experience in HIV programs targeting identification, linkage and HIV care, treatment and support services.
  • A relevant Degree is an added advantage.

    Required competencies, skills and experience

  • Good knowledge of health care delivery systems and structures, including national and county level services in Kenya.
  • Familiarity with and experience in implementing local and national commodity management and logistics systems.
  • Ability to organize and conduct HIV/AIDS related trainings; specifically, in HIV Testing services and quality assurance
  • Demonstrated experience in targeted HIV testing including PNS, partner testing and community hotspot testing
  • Demonstrated understanding of current national policies, strategies and guidelines for HIV testing and treatment for children, adolescents, pregnant mothers and adults and the relevant recording and reporting tools .
  • Demonstrated experience in test kits logistics management in the MOH system
  • Proven track record of implementing programs requiring participation of government and community stakeholders
  • Strong interpersonal skills; ability to build partnerships and consensus, within teams and with other stakeholder
  • Good interpersonal, organizational and written / verbal communication
