Position Description

  • The Finance Director (FD) will oversee the financial and logistics management of the project in compliance with EDC policies and USAID and PEPFAR rules and regulations

  • S/he will be responsible for all bookkeeping, treasury and budgeting functions as well as all financial reporting.

  • The FD will supervise the Accounts team and the Logistics Manager.

  • The Finance Director will report to the Deputy Chief of Party, Administration, Operations, and Finance.

  • This is a full-time position based in Kampala, Uganda.

    Essential functions include but are not limited to:

    Team Leadership

  • Participates as a senior management team member;

  • Directs and supports the Accounts team and Grants Manager to manage all financial and grants management issues of the project constantly striving to improve procedures, increase efficiency and provide the means to accomplish project goals;

  • Provides oversight for the day- to-day financial and Grants management operations of the project offices;

  • Serves as a liaison, under the direction of the DCOP, Administration, Finance, and Operations, with the EDC Home Office Financial Analyst to facilitate financial management processes including: contributing to preparation of cost to complete projections, providing guidance and oversight on project financial management, and participating, as appropriate, in resolution of financial issues;

  • Models standards of accuracy, timeliness and adherence to policies and guidelines that enables others to perform with due diligence;

  • Designs and oversees training programs to continuously improve individual and project capacity and ensure high standards of accountability, ethics and compliance;

  • Ensures compliance and adherence to USAID regulations and procedures including maintenance of internal controls, accountability of EDC resources for all financial and operational issues;

  • Ensures that his/her team develop and maintain a collaborative and collegial relationship with technical teams to accomplish project goals while respecting policies and procedures.

    Accounting and Treasury

  • Monitors advances to employees and ensures timely liquidation;

  • Keeps track of accruals and commitments and provides up-to-date reports as needed;

  • Ensures timely preparation and submission of statutory returns, reports and tax compliance;

  • Oversees accurate and timely payroll generation of payroll by a third-party payroll administration vendor;

  • Works closely with the accounting team to ensure all employees and vendors are vetted according to USAID and EDC policies;

  • Oversees cash flow analyses and prepares wire transfer requests;

  • Monitors bank operations at all times;

  • Manages the full gamut of project mobile money operations throughout the country. Mobile money management will be a key financial management tool for the project’s country wide operations.

    Financial Reporting

  • Oversees work of project accountants to ensure timely and accurate submission of monthly transaction reporting to the Home Office;

  • Assists the DCOP, Administration, Finance and Operations and Home Office staff
    in the preparation of all donor financial reporting, quarterly, annual and ad hoc.

    Budgeting

  • Monitors project spending (including for each subcontract), including quarterly analysis to identify over- or under-spending, bringing any issues to the attention of the Deputy Chief of Party for action;

  • Provides support to costing and budget realignment efforts in collaboration with Home Office Finance Manager.

    Auditing

  • Manages with support from the DCOP, Administration, Finance, and Operations and EDC’s Director of Corporate Compliance any external financial audits and ensures that management responses to internal financial reviews are implemented in a timely manner;

  • Reviews management comments from audit reports and works with the Chief of Party and Director of Corporate Compliance to ensure appropriate corrective actions are taken.

    Zonal Office Financial Management

  • Oversee, in liaison with Senior Zone Directors and their Finance Officers, all zonal office financial management processes and reporting to ensure integration of all Zonal Office accounting into the overall project accounts;

  • Periodically visit zonal offices to offer guidance and oversight and resolve any issues that may arise.

    Other

  • Oversees filing and digital archiving of all financial records at each project location on a monthly basis.

  • Actively participate in Collaborative, Learning and Adapting (CLA) processes in place within the project;

  • Other duties, as assigned by the DCOP, Administration, Finance and Operations.

    Qualifications

    Education

  • Master’s degree in a field relevant to business, accounting, finance, international development or other related field.

    Skills and Experience

  • A minimum of 10 years of progressively responsible and directly relevant experience in accounting and/or financial management, including the management and oversight of multimillion-dollar, USAID-funded project budgets and financial reporting;

  • Extensive knowledge of and financial management experience with USAID funded programs;

  • Demonstrated and detailed understanding of financial management and accounting principles;

  • Proven ability to manage a team and corresponding workflow;

  • Proficiency with QuickBooks accounting system or similar software required;

  • Proficiency with MS Word and MS Excel required;

  • Knowledge of Ugandan labor and tax laws;

  • Must be able to work collaboratively within a cross cultural setting, negotiate diplomatically, and function well under pressure;

  • Detail-oriented and organized.

    Language

  • Fluency in English is required.
