Job Description – Team Leader Fund Manager of the Civil Society Fund South Sudan

During a 12-month Inception Phase (April 2016 – March 2017), the donors and the Fund Manager created a programme that is flexible and scalable in its aim to support local civil society organisations in South Sudan. To lead the implementation of the project, Ecorys is currently recruiting a Team Leader who will oversee the first cycle – four (4) years - of the implementation of the project
Input: The intended start date is as soon as possible. Contract will be for 24 months (or +/- 440 working days), with plans for extension based on satisfactory performance.

Role: The Team Leader will be responsible for overall project coordination and supervision of the team. You will:
• Lead and coordinate the roll out of the different strategies of the Fund (granting, capacity development, monitoring, evaluation & learning and direct actions) in Juba as well as field locations;
• Guide the CSF activities towards the development of CSO’s throughout South Sudan and engage with all relevant stakeholders;
• Plan and coordinate the opening of funding windows and identifying target beneficiaries and objectives in an inclusive approach;
• Manage and develop procedures for selection of Grantees, service providers and consultants (procurement) on a needs basis;

• Manage the Team on a day-to-day basis in collaboration with the Ecorys project manager;
• Manage the relationship with the CSF contributing donors on a day-to-day basis and provide secretariat services to the CSF Steering Committee.
• Represent the Fund manager and the consortium when required.

Key tasks and deliverables:

• Create further buy in from key actors, continuously update political economy/conflict analysis, review policy environment, update the CSO mapping data;
• Take responsibility for capacity assessment and wider due diligence with an objective of ensuring performance of intermediaries and partner CSOs;
• Manage the CSF according to the Project Management
and Grant Management Manual and tools that include: Policies on fund disbursement, application, appraisal of various funding windows and execution of capacity building activities;
• Manage the different budget lines of the Fund in consultation with the requirements of the CSF contributing donors.
• Prepare quarterly progress reports (in collaboration with the team and project management);
• Coordinate, agree and facilitate the activities of the Third Party Monitoring and Evaluation Agent (TPMEA) of the CSF.

Reporting: The following reporting arrangements shall be observed:

Reports to:

• The Ecorys Project Manager
• Briefing the Embassy Officer, Management Board and / or Steering Committee when requested
• Monthly Activity Reports
• Quarterly an Annual progress reports.

Essential skills and experiences that are required for the position:

Technical

• Extensive experience (+10 years) in working with CSO’s in South Sudan or similar fragile and post conflict States in a leadership role;
• Previous experience in the management of grants to civil society organisations. (Proven experience in operating effective financial management over substantial funds USD 3 million or more);
• Experience in delivering institutional capacity building to CSO’s at the national, provincial and grass-root level in Africa;
• Extensive knowledge on result frameworks (logframes, Monitoring & Evaluation and Learning frameworks) in implementing complex national programmes.

Other

• A University degree in Social studies, International development or similar relevant fields
• Very strong team management and people skills, communication, facilitation and mediator skills, adaptability and social awareness;
• Excellent organizational, administrative and logistics skills.
• Ability to develop close working relationships with key officials at (decentralised) government levels , CSO’s and other non-governmental stakeholders;
• Excellent working knowledge of English and excellent report writing skills.
