Org. Setting and Reporting

  • This position is located in the Programme Office in Ethiopia (POETH) under the Regional Office for Eastern Africa (ROEA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC).

  • The Programme Officer will work under the overall supervision of the UNODC Senior Programme Coordinator (Ethiopia) and the direct supervision of the Crime Prevention and Criminal Justice Officer heading the Criminal Justice Programme and the Transnational Organized Crimes Programme in ROEA as well as in close cooperation with the Crime Prevention and Criminal Justice Officer and the Regional Section for Africa and the Middle East (RSAME) at UNODC headquarters in Vienna.

    Responsibilities

  • Within assigned authority, the incumbent will act as UNODC’s national focal point in Ethiopia, providing substantive and technical expertise for the development and implementation of the Supporting Transformation, Peace and Security in the Horn of Africa project within the framework of the National Plan of Action (2019-2021).

    The incumbent will be responsible for the following duties:

    • Work with key clients to facilitate the development, implementation and evaluation of assigned programmes/projects; monitor and analyse specific aspects of programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and recommend corrective actions; liaise with relevant parties; identify and track follow-up actions.

    • Coordinate with the Crime Prevention and Criminal Justice Officer in the implementation of the Supporting Transformation, Peace and Security in the Horn of Africa project as well as crime prevention and criminal justice projects or anti-corruption programs as required.

    • Contribute to the implementation of the programme by providing substantive and technical expertise and by supporting the identification of technical assistance needs for capacity building with a special focus on Crime Prevention and Criminal Justice, Counter terrorism and Transnational Organised Crime.

    • Provide assistance in implementing the project activities with a special focus on Criminal Justice, Counter terrorism and organised crime and in line with the projects document and the annual project work plan, UN financial rules and regulations.

    • Work in close coordination with Government counterparts, donors and other stakeholders, drawing on best practices, including UN/UNODC manuals, handbooks, guides, and standards and norms.

    • Provide substantive support, guidance and assistance in the design and development of technical assistance programmes and programme sub-components in anti-corruption at the national level and in accordance with UNODC’s overall strategy and as an integral element of the UNODC Programme against Corruption.

    • Provide technical assistance and support to national authorities and civil society, in efforts to prevent and combat corruption. Provide guidance and assistance, where necessary and required, in enhancing and upgrading the relevant legislation and other legal or policy instruments in conformity with the UN Convention against Corruption (UNCAC). Provide advisory services and technical expertise to specialized anti-corruption bodies and units on preventing, detecting, investigating and prosecuting cases of corruption and related offences.

    • Monitor and review best practices, methodologies and programmes in the area of anti-corruption.

    • Provide substantive support for policy coordination and evaluation functions, including the review and analysis of emerging development issues and trends, participation in impact evaluation or equivalent studies.

    • Coordinate consulting assignments to achieve the intended results.

    • Participate in survey initiatives, issue data collection tools, review, analyse and interpret responses, identify problems/issues and prepare preliminary conclusions.

    • Contribute to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.

    • Provide substantive support to consultative and other meetings, conferences, propose agenda topics, identify and propose participants, prepare background documents and deliver presentations.

    • Undertake outreach activities, participate in the development of training workshops, seminars, participate in and deliver presentations on assigned topics/activities.

    • Participate in field missions, provide substantive and administrative support, collate data, etc.

    • Coordinate activities related to budgeting and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).

    • Perform other work-related duties as required

    Education

  • An advanced university degree (Master's degree or equivalent) in law or criminal law, political science or related field is required.
  • A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • A minimum of five years of progressively responsible professional experience in project/programme management, administration or related area is required.

  • Work experience within the United Nations system or similar international organization and knowledge of the work of UNODC is desirable.

  • Specialized working experience and background/knowledge of human trafficking, smuggling of migrants or mixed migration is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required including knowledge, oral and written proficiency, in Amharic (Ethiopian local language).

  • Knowledge of another official United Nations language is an advantage.
