Org. Setting and Reporting

  • ECA’s mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 Agenda and Agenda 2063.

  • Advancing ECA’s position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent’s problems and take local solution to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa’s position at the global level and developing regional responses as a contribution to global governance issues.

    Responsibilities

    Within delegated authority, the Senior Staff Development Assistant will be responsible for the following duties:

    Language and Special Communication Skills Training

    •Provide lead support in the management and coordination of language and special communication skills training programmes curriculum and content development, delivery and review;

    •Provide support in the administration of the training programmes including regular resource planning, monitoring and reporting functions;

    •Provide day to day operational support in budgeting, programming and reporting in relation to learning and development programmes;

    •Develop, implement and manage testing and evaluation procedures for established; and

    •Assess, review and implement impact assessment of the Language programmes to review its effectiveness and ensure and promote multilingualism promotion.

    Learning and Development Training Programmes /Projects

    •Coordinate the planning, development and implementation of staff learning and development programmes;

    •Provide support to programming and reporting;

    •Supervise teachers/trainers and administer training programmes including the evaluation of instructor performance and the effectiveness of training programs;

    •Support in the analysis of training needs to develop new training programs and improve existing ones;

    •Provide technical assistance in the process of training needs assessment, data collection and analysis; and

    •Conduct and administer surveys - identify training needs based on a defined criterion.

    Performance Management & Development (PM&D) and Career Support/Staff Well being

    •Assist with providing desktop support and technical back up services to staff on the UN Staff performance management and development policy, system and platform;

    •Co-ordinate activities of the Staff Career Support Centre and development programmes: manage and account for resources at the Centre; provide up to date information on services and resources available; provide support to staff with access and use of resources; and organize and (where appropriate) run workshops for staff and dependants of staff;

    •Provide advisory services to clients about their queries pertaining to various procedural aspects of the performance management and development process including on matters related to rebuttals and Performance Improvement Plans;

    •Undertake effective utilisation of the “Career Resources Centre”, through proper branding, communication and outreach to staff members and other clients;

    •Provide technical support and assistance to staff members who are interested in mobility projects and create awareness among staff members on mobility initiatives.

    Training Administration and Logistics Support

    •Assists in planning, organizing, developing and administering the YPP Examinations, G to P Examinations, Language Professionals’ Examinations (LPE) and other programmes and tests related to recruitment of professional, general service and other categories of staff;

    •Compile and make available to staff, training manuals, multimedia visual aids, and
    other educational materials on language and communication skills training programmes and staff career support and development matters as appropriate;

    •Extracts, customizes, and analyzes reports from Umoja, HR Insight and Inspira in relation to trainings, budget allocations and expenditures, performance management compliances, etc. to help the Chief of Organizational Development Unit make decisions;
    •Develop and maintain periodic learning and development e-calendar and share it with staff at large;

    •Manage and co-ordinate activities on the Learning and development calendar of the organisation;

    General

    •Provide support towards the organization, administration, and evaluation of the new ERP system (Umoja) training programmes including desk, IT and access support to users and trainers;

    •Assists in providing documentation and background materials relating to classification appeals;

    •Supervises the maintenance of automated databases and the centralized reference and filing systems;

    •Serve as the Secretariat of the various committees and ensure proper follow up of related actions;

    •Undertakes research on a range of HR related issues and prepares notes/reports;

    •Provides general office support services; processes, drafts, edits, proofreads and finalizes for signature/approval, a variety of correspondence and other communications; performs budget preparation input monitoring and implementation; sets up and maintains files/records (electronic and paper); schedules appointments/meetings, monitors deadlines, etc.;

    •Identify potential local resource persons/vendors to facilitate training programmes to be included in the facilitator/trainer roster;

    •Draft terms of reference, MOUs and other official correspondences, as appropriate;

    •Liaise with internal and external entities;

    •Trains and provides supervision to new and lower-level staff in the unit;

    •Performs other duties as required.

    Competencies

    Professionalism

  • Advanced computer skills (Microsoft Office, Lotus Notes, databases, etc.) as well as in-depth knowledge of UMOJA are required. Familiarity with HR Rules and Regulations is required.

  • Knowledge of social media and outreach is desirable.

    Education

  • High school diploma or equivalent.

    Work Experience

  • Ten years of progressively responsible experience in human resources management, administrative services or related area is required.

    Languages

  • English and French are the working languages of the United Nations Secretariat.

  • For the post advertised, fluency in English is required.

  • Knowledge of another official United Nations language is an advantage.
