Economic Commission for Africa Senior Finance and Budget Assistant Jobs in Ethiopia;The Senior Finance and Budget Assistant supports the Facilities Management Section (FMS) of the Administration & Conference Management Division (ACMD).
The role ensures effective budget preparation, monitoring, financial reporting, Umoja operations, procurement compliance, and claims processing in line with UN financial rules and IPSAS standards.
Key Responsibilities
Budget Monitoring & Financial Analysis
Prepare budgets, yearly procurement, and activity plans with Unit Heads.
Distribute approved budgets and monitor appropriations.
Compare financial usage against procurement and activity plans.
Provide financial analysis and reports to Chief FMS.
Advise Units on proper use of funds and procurement procedures.
Implement IPSAS accounting procedures and ensure PP&E recognition.
Follow up on audit recommendations.
Umoja Operations
Create pre‑encumbrances for goods, services, utilities, and consultants.
Generate obligation documents (OBID) for consultants and contractors.
Inspect and process monthly claims in Umoja.
Amend pre‑encumbrances when necessary.
Procurement Compliance
Ensure procurement requests comply with UN financial rules.
Assign account numbers and maintain financial records.
Verify requests align with procurement plans and UN manual.
Budget Proposal Preparation
Collect procurement data from Units.
Compile draft and final budget proposals.
Submit proposals to Budget Unit and monitor implementation.
Prepare budget performance submissions and analyze variances.
Verify accuracy of financial database inputs.
Consultants & Contractors
Prepare memos for recruitment and contract extensions.
Distribute signed contracts to appropriate offices.
Claims & Payments
Review and process payments to third parties and individuals.
Act as certifying officer when required.
Certify overtime payments for staff.
Other Duties
Perform additional tasks as assigned by Chief of Section.

Requirements
Education
High School Diploma or equivalent required.
Certificate/Diploma in Accounting, Finance, or related field desirable.
Work Experience
Minimum 10 years of progressively responsible experience in finance, budget, accounting, or administration.
Reduced to 8 years for candidates with a first‑level university degree.
Proficiency in MS Word and Excel required.
Knowledge of Umoja desirable.
1+ years of experience in data analytics desirable.
Languages
English required.
French desirable.
