Background

The tourism sector has emerged to become a priority sector at the national, regional and continental levels in Africa.This is more so the case in the Eastern African region, where the sector has been and continues to be a driver of economic growth and development contributing an average of 8.7% of GDP.

At the continental level, the Africa Union (AU) has now identified the sector as avenue through which the goals of Agenda 2063 could be realised, while at the regional levels, the Inter-Governmental Authority on Development (IGAD) has upheld the sector in its Sustainable Tourism Master Plan (STMP) 2013-2023 as a pathway to addressing the region’s development priorities, including, perennial challenge of unemployment, in particular, that of women and the youth.

Towards enhancing the realisation of Agenda 2063 goals, the AU, has gone further and set bold targets to be met in within 10-year implementation frameworks, the first of which is due to end by 2023.

The main target in this first phase is to increase the sectors contribution to the continents GDP by 100% from the 2013 base year, that is from about USD 162 billion to USD 324 billion, and more crucially the doubling of intra-Africa tourism over the same period.

To achieve these targets, the AU proposes the formulation and fully implementation of a continental tourism strategy (which has now been completed and its implementation is on-going) and the establishment of the African Tourism Organisation.

These notable efforts notwithstanding, the continent continues to endure challenges chief among them, the narrow range of tourism products, which to large extent are nature-based and generic, the lack of appropriate tourism development instruments and good quality data to inform policy formulation.

In line with the prioritization of the sector at the national and regional levels, the United Nations Economic Commission for African (UNECA) has been supporting a number of Member States and regional economic communities in the formulation of tourism instruments geared towards realizing the full potential the sector.

Accordingly, the main objective of this consultancy, therefore, is to extend technical support to a number of Member States in Eastern Africa and to IGAD to formulate a 10-year Sustainable Tourism Master Plan for the period 2024-2034. Objectives: Formulation of the IGAD STMP and technical support to build capacity of Member
States on estimation of the total tourism economic impacts and the cost benefit analysis impacts of cruise tourism.

Responsibilities

This consultancy is located in the Sub-regional Office for Eastern Africa (SRO-EA) of UNECA. Under the direct supervision of the Programme Manager, the Tourism Consultant will:

  • Undertake an audit of the achievements of the IGAD STMP 2013-2023.

  • Undertake field missions as necessary across IGAD Member States to collect necessary data to inform the formulation of the IGAD STMP 2024-2034.

  • Prepare a draft IGAD STMP 2024-2034.

  • Facilitate key stakeholder consultations on the draft IGAD STMP 2024-2034.

  • Prepare a draft implementation action plan for the IGAD STMP 2024-2034.

  • Facilitate a key stakeholder validation workshop of the IGAD STM 2024-2034 and its implementation action plan.

  • Prepare a final draft of the IGAD STMP 2024 report and its implementation action plan.

  • Prepare PPTs and make presentations of the different documents during various workshops.

  • Facilitate capacity building workshops on the estimation of the total tourism economic impacts

  • Prepare a draft report on the impacts of cruise tourism in small island developing states (SIDS).

  • Facilitate a stakeholder consultative and validation workshop on the potential socio-economic impacts of benefits of cruise tourism in SIDS.

    Qualifications/special skills

  • Advanced University Degree (Ph.D. preferred) in tourism, economics or any other relevant area. Good evidence of research and publications on tourism related issues.

  • Knowledge of tourism strategy formulation in at the national, regional and continental levels in Africa will be required.

  • Demonstrated experience in formulating tourism development instruments at the national, regional and continental levels in Africa are required for this post.

  • Publications in the field of sustainable tourism development in Africa is required for this post.

  • English and French are the working languages of the United Nations Secretariat. For this post, the preferred language is English.
