Org. Setting and Reporting

Developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa's position at the global level and developing regional responses as a contribution to global governance issues.

The position is located in the Strategic Planning, Oversight and Results Division (SPORD) of the ECA. The National Programme Management Officer (NOC) will report to the Chief of Section, Corporate Policy and Planning Section (CPPS) under the overall direction and guidance of the Director of the Division. The Programme Management Officer will undertake corporate policy and strategic planning, programme and project management related activities as well as research and analytical work.

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties:

• Supports the work on corporate policy and programme planning including strategic policy formulation, analysis and implementation.

• Contributes to the development, planning, and implementation of assigned programmes/projects, etc.; follows-up and analyzes programme/project development and implementation; reviews relevant documents; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

• Contribute to the preparation of the annual ECA Programme Plan and Performance Information and the development of the Annual Business Plan to guide the work of the Commission, including developing templates, tools etc., organizing hands-on workshops and servicing individual and joint planning sessions.

• Assists in policy analysis and development, including the review and analysis of issues and trends, preparation of research activities and studies.

• Provides thorough, well-reasoned written contributions, e.g., background papers, analysis, sections of reports and studies, inputs to publications, etc.

• Supports outreach activities, participates in training workshops, seminars, etc.; makes presentations on assigned topics/activities.

• Analyzes project proposals, provide a substantive assessment of the proposals received, ensure that proposals are in accordance with United Nations administrative programme and financial policies, procedures, rules and regulations and verify that proposals are complete, logical and achievable.

• Contributes to the quarterly accountability and programme performance review meetings.

• Contributes to the work of the division on quality assurance, monitoring, reporting and evaluation.

• Collects and analyzes data to identify trends or patterns and
provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

• Ensures that requirements, background information used for data analysis are documented.

• Performs other duties as required.

Uses time efficiently.

    Education

  • An advanced university degree (Master's degree, or PhD) in business administration, management, economics, development studies, political science, social sciences or related fields is required. A first-level degree (Bachelor's degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

    Work Experience

  • A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.

  • Five years of experience in strategic planning, and project or programme planning, and management is required.

  • Experience working in an international context or multilateral institution is desirable.

  • Two years or more of experience in data analytics or related area is desirable.

    Languages

  • English and French are the working languages of the Secretariat. For the position advertised, fluency in English is required and knowledge of French is desirable. Knowledge of another UN official language is an advantage.
