Economic Commission for Africa National Consultant- Trade Expert Jobs in Ethiopia;UNECA seeks a national consultant to conceptualize, draft, and finalize a Step‑by‑Step Guide for Trading Goods under the AfCFTA for Liberia. The Guide will serve as a practical tool for exporters, importers, MSMEs, and women‑ and youth‑owned enterprises, clearly outlining regulatory and procedural requirements under the AfCFTA framework.

Objectives

Develop an accurate, practical, accessible, and user‑friendly Liberia Step‑by‑Step Guide for Trading Goods under the AfCFTA

Support private sector engagement in intra‑African trade

Promote effective and inclusive use of the AfCFTA Agreement

Methodology

Desk Research

Review AfCFTA Agreement, Liberia’s trade legislation, customs regulations, and National AfCFTA Implementation Strategy

Primary Data Collection

Gather information from government ministries, agencies, and selected businesses through questionnaires, interviews, and focus groups

Case Studies

Document experiences of Liberian companies engaged in import/export under AfCFTA provisions

Responsibilities

Engage with Ministry of Commerce and Industry, Liberia Chamber of Commerce, and other stakeholders

Conduct research and analyze Liberia’s trade policy and AfCFTA frameworks

Collect and integrate case studies from Liberian businesses

Draft and present the Guide at a stakeholder validation workshop

Revise draft based on feedback from ECA, government, and stakeholders

Submit final publication‑ready Guide; support translation if required

Qualifications

Education

Advanced university degree (Master’s or above) in Economics, International Trade, Trade Law, or related field

(required)

First‑level degree with two additional years of qualifying experience may be accepted

Experience

Minimum 7 years’ experience in trade‑related research and/or analysis

Expert knowledge of AfCFTA, Liberia’s trade and economic policies, institutions, and business environment

Experience conducting and publishing interdisciplinary research in policy, economics, or legal aspects of trade integration (highly desirable)

Skills

Strong analytical and report‑writing skills

Ability to engage with government, private sector, and stakeholders

Languages

Fluency in English (required)

Knowledge of French (advantageous)

Result of Service

Improved access to trade information for Liberian businesses, particularly MSMEs, women, and youth traders

Enhanced capacity of exporters and importers to follow validated procedures under AfCFTA

Strengthened regulatory transparency and private sector participation in intra‑African trade
