Economic Commission for Africa National Consultant Jobs in Ethiopia ; The consultant will contribute to strengthening institutional coherence and reform coordination mechanisms necessary for effective implementation of the broader PFM transformation agenda in Botswana. The work will be conducted under the supervision of UNECA, in close collaboration with the International Consultant, Ministry of Finance, Office of the Accountant General, and designated Government focal points.

Responsibilities

Support the lead consultant in desk review to guide drafting, validation, and endorsement of the country’s report on prioritized and sequenced PFM reform actions.

Collect data and provide technical inputs to assignment outputs.

Facilitate stakeholder engagement, including administering questionnaires, organizing meetings/workshops, and producing related reports.

Contribute to drafting the final report and support its endorsement by the government.

Provide technical and operational support during stakeholder consultations to ensure effective participation, consensus-building, and documentation of reform priorities.

Monitor progress against timelines and ensure timely follow-up on stakeholder inputs and deliverables.

Support integration of stakeholder feedback into revised draft reports and validation documents.

Contribute to knowledge management and documentation of lessons learned from consultations and reform prioritization.

Support identification of quick wins and practical implementation considerations relevant to Botswana’s institutional context.

Ensure regular communication, timely submission of coordination updates, and effective follow-up on agreed actions with stakeholders.

Maintain confidentiality of all reports, workshop materials, consultation records,

and outputs produced under the assignment.

Qualifications / Special Skills

Advanced university degree (Master’s or equivalent) in economics or related field required.

PhD in economics or related field desirable.

Minimum of five (5) years of progressive experience in economic analysis, fiscal policy, Public Financial Management, or related field required.

Ability to work effectively with senior government officials, development partners, and technical experts highly desirable.

Strong understanding of Botswana Government institutional arrangements, public administration systems, and inter-governmental coordination mechanisms highly desirable.

Experience supporting PFM reforms, governance reforms, or fiscal policy initiatives in Botswana or Southern Africa desirable.

Strong organizational, facilitation, stakeholder engagement, and communication skills required.

Excellent report writing, meeting facilitation, stakeholder coordination, and documentation skills required.

Languages

English required.

French desirable.
